Because insurance companies make money by not paying for accidents and other claims, the pandemic increased their profits by tens of billions of dollars, according to the Consumer Federation of America. Calculating insurers’ exact profits specifically from auto policies is difficult because insurance companies do not always break out auto insurance from other types of insurance in their financial reports, and not all companies even release financial statements. 

Regardless how much each company profited, the majority of insurers didn’t give back more than half of one month’s premium. Out of the 10 largest insurers of personal vehicles in each state, only 18 out of 71 companies returned at least 50 percent of one month’s premium. (Three additional companies hit that threshold only in California, which mandated additional refunds.) And only eight companies nationwide returned the equivalent of at least most notorious outlaws of the old west month’s premium. The insurers’ increased profits greatly outweigh a half-month’s premiums.

In response to the increased profits since the COVID-19 pandemic hit, some companies gave customers credits on their bill; others implemented long-term rate reductions; others issued two-month rebates. In some cases, customers didn’t get a refund or rate cut unless they called. Still other insurers did nothing at all, even if customers asked. The range of responses disappointed some customers. In one example, consumers sued Allstate, American Family Insurance, Progressive, Geico, Erie, Travelers  and other insurers in Illinois, alleging inadequate relief.

Customers should know how their insurance companies have responded financially to COVID-19 and how they compare to other companies. Foremost, consumers should know whether they got what was coming to them. Did you get a check in the mail? Did you get a credit on your policy or a rate reduction on your renewal? If you’re not sure, check notices from your insurer or call your agent.

In addition, after you see how other insurance companies handled their windfall, you can use that as leverage to ask for better pricing from your insurance company or evaluate other insurers if you’re considering a switch. How fairly a company has treated its customers during the pandemic may influence you when it’s time to shop for new insurance. Unsatisfied customers should also call the offices of state lawmakers to push for state-mandated auto insurance rebates. Otherwise, the decision to rebate will be left entirely up to the companies. And unhappy customers can urge members of Congress to support hearings to address inaction by the states.

As the year draws to a close, various economic protections are ending, causing many Americans to find themselves in economic peril. The Center for Disease Control and Prevention’s (CDC) eviction moratorium, the government’s student debt repayment freeze and workers’ unemployment benefits could all be coming to an end soon. That leaves millions of Americans trying to get together as much money as they can get to pay additional bills during an economic crisis, so every dollar matters. Insurance companies making tens of billions of dollars off of these same Americans could be the difference between their customers living in their homes or in their cars in 2021.

Below is a list of the 10 largest insurers of personal vehicles in every state and Washington D.C. The information was either provided on the companies’ publicly available websites or by talking to a representative of the company. Evaluating which responses are best in our opinion is subjective to a degree, so there will be explanations of the various responses and why one kind is preferred over another.

This list counts only rebates, credits and rate changes, not charitable contributions, because this is about how companies are treating their customers.

A good response should be timely. The relief should not only help customers in the future, but also when the pandemic began. There was economic hardship in the spring as the decline in driving occurred, so any kind of economic reprieve would have been most beneficial at the time.

A company reducing its rates upon renewal and a company giving credits upon renewal may seem to be the same policy, but lowering rates is better for customers. Whenever an insurer changes rates, it has to justify the change to the government before the rate change can be implemented. Credits need to be approved by regulators only when adopted, but insurers don’t need approval to stop issuing the credit. The rate change has a greater long-term effect by starting the future rate discussions at a lower point.

Though each list of best responses per state is subjective, they should serve as good guides for consumers. We distinguish companies that did better than their competitors if they gave back the equivalent of one-half of one month's premium or more.


Alabama:

State Farm, Geico and USAA offered better relief than their competitors.
