About the Debit Card

The EDD issues benefit payments for Disability Insurance, Paid Family Leave, and Unemployment Insurance claims using a visa debit card. This prepaid debit card is a fast, convenient, and secure way to get your benefit payments and is not subject to a credit check or monitoring by the EDD. With the debit card you can:

  • Get your money sooner.
  • Use it everywhere VISA is accepted (in stores, online, and by phone).
  • Withdraw cash at ATMs, banks, and stores with cash back options.
  • Transfer funds to the financial institution of your choice at no additional cost.
  • Be notified when a deposit is made to your card or when you have a low balance.

New Cardholders

If you have never had a debit card from the EDD before, Bank of America will mail you a card after your first benefit payment has been issued by the EDD . It can take 7 to 10 business days to receive your card in the mail.

Existing Cardholders

Your card is valid for three years from the date it is issued and is used for all EDD benefit programs. If you previously participated in an EDD benefit program using a card, and began participating in an EDD benefit program again within three years of the date the card was issued, you will not have to wait for a new card to receive benefits. We will continue to load funds on your existing card and you will have immediate access to them.

Replacement and Expired Cards

If your card is lost or stolen, you must call Bank of America at 1-866-692-9374 (TTY: 1-866-656-5913). When prompted, choose the “lost or stolen” option from the automated menu. You do not need to have your old card number or speak to a representative.

If your card is damaged, you can order a replacement card online by visiting the Bank of America debit card website.

Replacement cards will be delivered in 7 to 10 business days from the date you order it. Once you order a replacement card, avoid requesting a second one. Ordering a second card will permanently block the first one and this may cause a delay in receiving your payments.

Expired Cards

Card Activity within the Last 90 Days or $20 or Greater Balance

If you have activity on your card within the last 90 days, or if there is a balance of $20 or more, Bank of America will automatically mail you a new card before your card expires.

No Card Activity within the Last 90 Days and Balance Less Than $20

If you did not have any activity on the card within the last 90 days, or if you have a balance of less than $20, contact Bank of America debit card customer service to request a new card. You can check your remaining balance by calling one of the telephone numbers listed in the Additional Information section of this page.

Returned Cards

If you no longer want to use your card, contact Bank of America to retrieve any remaining funds, and then destroy your card. Do not mail your card to the EDD for any reason. The EDD cannot accept returned debit cards and cannot remove funds from the debit card. If you return a card to the EDD, we will forward it to Bank of America for destruction.  If you have an overpayment established on your claim and would like to make a payment to the EDD, visit Benefit Overpayment Services to learn how.

Payments

It takes at least three weeks to process a claim for unemployment benefits and issue payment to most eligible workers. Payment information for Unemployment Insurance is updated daily and is available through your UI Online account or by calling the UI Self-Service Phone Line at 1-866-333-4606.

Payment information for Disability Insurance or Paid Family Leave can be accessed through your SDI Online account or by calling one of the toll-free numbers provided at Contact Disability Insurance and Paid Family Leave.

Emergency Cash Assistance

Bank of America can assist you with a domestic emergency cash transfer if you need cash from your debit card immediately, such as if your card is lost or you are still waiting for your card to arrive in the mail. Track Your Payments

Companies Offering Photo Credit Cards

Photo credit cards are not a universal offering across credit card companies. While some companies may allow customization, it may be exclusive only to select credit cards. Some companies may only offer photo credit cards adorned with sports team logos or from a predetermined library of images.

For instance, Discover offers credit card designs, giving you the freedom to express yourself through your credit card. While you cannot upload your own design, you can pick from a wide array of credit card designs, from tropical beach scenes to a classic cassette tape.

If you are looking for a truly customizable photo credit card, you can find one at Wells Fargo. Wells Fargo offers various designs from a library of images and provides you with the ability to upload your own through their Card Design Studio Service. Other companies such as American Express and Citibank do not have a photo credit card option. However, some banks have debit card customization, such as Bank of America, which allows you to select a debit card design from a library of charitable causes, colleges, sports and military themes.

What Images Are Not Allowed?

Credit card makers that allow you to upload your image to your credit card design typically have a list of guidelines by which custom photos must abide. While every company will have its own set of terms, many share standard rules regarding custom images.

For example, Wells Fargo stipulates that they may reject images with third-party trademarks and logos, images of celebrities, public figures, and copyrighted cartoon characters. Telephone numbers, website URLs, account numbers and addresses are also prohibited, along with violent, offensive and lewd images.

Wells Fargo also notes that images with symbols representing money and foreign currencies should be excluded as well since they could cause confusion with merchants and lead to potential fraud.

Customizing a Photo Credit Card

While the customization process varies from company to company, all companies require you first to be approved for a credit card with them before customization. Once you are approved for a customizable credit card, you can begin the process on the provider's website.

When selecting an image, you will need to make sure the file is compatible with the credit card provider's site. While companies may have different policies regarding compatible images, most will share similar conditions.

According to Wells Fargo, compatible images must be either a .jpeg, .jpg, .gif, .png, .tiff or .bmp format to upload. The file size must be less than 3 megabytes (MB) or 3,000 kilobytes (KB). You must also own the rights to the image or have permission from the image owner to use it on your credit card. Upload your image to the credit card provider's site and adjust the size and orientation with the tools provided. Once satisfied, submit your design for company approval. The credit card company will let you know if your design has been accepted and when to anticipate receiving it in the mail.

Q: My wife and I are hoping that you can help us figure out if there is some type of fraud going on with our credit information. On Nov. 5, in our mail, a new debit card arrived from Wells Fargo. Let’s just bbva english customer service our last name is Stafford. The card was in the name of Cheyenne N. Stafford. We have no relatives or knowledge of anyone with that first name. This was mailed to our home address. A separate mailing also received that day gave the PIN information to be used with that card. We currently have no accounts at all with Wells Fargo, although we have had an installment loan with them that was paid off many years ago.

I called Wells Fargo that day, and they would not give me any information on who this person is due to privacy laws, nor how this could happen. The customer service representative said she would deactivate the card, and that I should destroy it, which I did.

Then two days later, a new debit card arrived for Caleb J. Stafford, mailed to our home address. Again, we have no knowledge of this person. In addition, a separate mailing received that same day from Wells Fargo, addressed to Cheyenne Stafford, stated that they had obtained a consumer report from Experian because of her recent application for a deposit account. It states that her credit score was 375.

I again called Wells Fargo that evening and spoke with a supervisor, Sonia, in the fraud department. Again, the same story about privacy laws, so she would not disclose any information to me. In an attempt to try to sort out what may have happened, Sonia used my Social Security number to see if they had any information that could tie this together. Since any accounts we had had became inactive several years ago, she could not find any information on us at all. She was then going to escalate this to some executive office, but the call got disconnected.

When I called back, I could not reach this agent again. I spoke with Scott, who reiterated the same information. I did not want to share my Social Security number with him again though. Scott said that since we currently have no account with Wells Fargo, he could not open any type of complaint, nor investigate it further. His only advice was to seal the envelopes, mark them as “undeliverable,” and give them to our postal carrier, which we did. He also deactivated this second debit card.

On Nov. 8, we received yet another letter to Cheyenne, stating Wells Fargo was closing her account because information provided when the account was opened is inconsistent with internal and public records. We sent this letter back as undeliverable also.

We’re very concerned as to how and why these accounts were opened, using our home address, and with our surname. I would think that someone attempting fraud would use our entire first and last names, but have it mailed to a different address, so this just doesn’t make sense.

A: I agree with you that this is troubling, but not necessarily cause for full-blown panic.

The first thing I’d recommend is that both you and your wife request free copies of your credit reports from all three of the major credit bureaus, through annualcreditreport.com or by calling 1-877-322-8228.

You should pore over the reports to see whether there are accounts you don’t recognize. In particular, you should look credit one bank bill pay number accounts at Wells Fargo or any credit inquiries that you don’t recognize.

“If the credit reports show accounts that do not belong to them, identitytheft.gov will give them step-by-step instructions on what to do to report it and how to recover from it,” said Larissa Bungo, an assistant regional director with the Federal Trade Commission in Cleveland.

Foremost, you can dispute these accounts or inquiries with the credit bureaus. You would also want to contact the banks or companies to find out more about how the accounts were opened or how the applications were submitted, meaning what information was provided, whether they were applied for in person or online or by phone, etc. And you could file an identity theft affidavit with the Federal Trade Commission (it will provide you with prewritten letters to send to creditors) and file a police report.

It’s curious that Wells Fargo said there was a credit check involved; banks don’t normally check credit reports to open a deposit account, unless there is an overdraft account attached to it.

Bungo also theorized that Wells Fargo could have had some “internal cross-over” and mixed up Cheyenne’s or Caleb’s files with your address. We know you were in their system from your previous installment loan.

I also wondered whether Wells Fargo could somehow be back up to its old shenanigans of opening accounts for people without creative 1st anniversary gifts for him permission and somehow this is the result.

My other theory is someone could be purposely using your address to open multiple accounts, either in your name or other people’s names, with the intention of intercepting the debit or credit cards or mailings before you can get your mail on a particular day. Even if you’re not on the hook for the money, this could leave you with an enormous mess to sort out.

Other steps to protect yourself:

  1. Put a freeze on your credit files with the major credit bureaus so no new accounts can be opened. By phone: Equifax, 800-685-1111; TransUnion, 888-909-8872; and Experian, 888-397-3742. You want a freeze, not a lock or fraud alert.
  2. Be extra paranoid about unexpected calls to your home, or text messages or emails that look like they’re from reputable companies that you may do business with. Be on guard for any attempt to extract personal information about you.
  3. Also be on the lookout for other mailings, calls or emails from companies you do NOT do business with.
  4. Buy a locking mailbox.
  5. Remember that 88% of identity theft involves existing accounts. Contact the financial institutions where you have bank accounts, investment accounts, credit cards and other types of accounts. Make sure all of your contact information, including a cell phone, is current so your bank can thank you for being a friend sheet music you if there’s any suspicious activity or attempts to change your account information.
  6. Ask your banks, creditors and investment firms whether you can put additional PINs or verbal passwords on your accounts that don’t involve any public record data, such as your date of birth or mother’s maiden name. You want to make sure someone can’t access your accounts for wire transfers or to change your contact information without your secret password.
  7. Put every type of protection you can on your financial accounts. Sign up for two-step authentication, so that codes sent to your cellphone must be used for you to log in from an unknown phone or computer. Request email or text alerts for purchases or bank account withdrawals, or changes to your contact information.

Replacement and Expired Cards

Returned Cards
