Big changes announced by the El Pasosoans Fighting Hunger Food Bank. Circumstances have resulted in the conclusion of service at one Mega Pantry site, the halting of day to day operations at another and a reduction of hours at two others, including at its headquarters.

A lack of manpower is the main culprit, according to a food bank news release.

Volunteers have been hard to come by, and groups such as the Texas National Guard and AmeriCorps, which had been providing pandemic support, are no longer able to or have had to reduce the number of people they were providing.

“Given staffing constraints, [the closure and reduced hours] are necessary for continued operation of food distribution at the food bank locations,” officials with the food bank explained.

The Changes

• REDUCTION - EPFH Headquarters at 9541 Plaza Circle will have a change in hours. Effective Monday, August 9, the new hours will be from 10 a.m. to 5 p.m., Monday through Friday.

• REDUCTION - The Westside distribution site at 5300 Doniphan will cut its federal holidays for 2020 as well. Effective Monday, August 9, the new hours will be 10 a.m. to 3 p.m.

• CLOSING - The El paso food bank address Richardson Recreation Center in the Northeast will cease to operate as a distribution location effective Wednesday, Aug. 4, 2021.

• Holy Spirit Church, 14600 Horizon Blvd, in Horizon will no longer be manned by El Pasoans Fighting Hunger, but will not close entirely. Holy Spirit Church will continue to distribute food at least one evening and potentially one morning per week starting Wednesday, August 11, from 6 p.m. to 8 p.m. This new schedule is effective Aug. 9, 2021.

Food pantries distribute non-prepared foods and other grocery items to needy clients, who then prepare and use these items where they live. They are primarily operated through referral systems, in which staff at nonprofit organizations screen clients and refer them to pantries operated by volunteers. In El Paso, local food pantries obtain their food from the El Pasoans Fighting Hunger and then in turn distribute to their own clients.

WHERE DOES THE FOOD COME FROM?The majority of food donations are made by the USDA, Feeding America, Feeding Texas, and local food manufacturers, processors, grocery chains and other el paso food bank address suppliers. El Pasoans Fighting Hunger is working to address food insecurity among children, families and seniors in the El Paso area that has increased by 400% as a result of the COVID-19 pandemic. Donations from El Paso Giving Day will be used to cover the costs associated with acquiring and distributing food to seniors, families and children. Since the onset of COVID-19, we have distributed more than 1.5 million emergency food boxes. The need continues to be great as the pandemic forges on and affects so many families.

In the first eight months of 2021, we have distributed over 101 million pounds of food. For most of that time, the food bank provided enough food for three meals a day to 122,000 people, now that number has dropped to 84,229. This is due to losses of manpower and funding.

The efforts of El Pasoans Fighting Hunger Food Bank will ensure that these services are available to all families who are food insecure – including the 200,000 who struggle with food insecurity long-term. However, the need is still strong. More than 1/4 of El Pasoans have to regularly choose between purchasing food or covering housing or utilities. Documents offer insight into city and food bank fight

There’s a cease-fire between the City of El Paso and the El Pasoans Fighting Hunger Food Bank after last week’s dueling allegations that the food bank failed to keep proper documentation for spent coronavirus relief funds.

Late Monday, the two groups issued a joint press release, saying both sides will continue discussions over the funding, and that neither would comment publicly during the process.

City officials also warned El Paso could possibly lose out on future federal funding. Details of the ongoing negotiations are scarce, but additional documents have shed light on issues raised by both sides.

According to documents obtained by El Paso Matters, the food bank followed the city’s contract, but federal agencies maintain the documentation is insufficient for the federal standard — leaving the city on the hook.

What happened?

In March 2020, the federal government passed the Coronavirus Aid, Relief, and Economic Security, or CARES, Act, that provided money directly from the U.S. Department of the Treasury to local governments. The City of El Paso received nearly $119 million, which it used to maintain testing sites and provide payroll relief to small businesses, among other community recovery programs.

The city overspent that funding by $1.1 million, according to an internal audit published in June. As part of the audit procedure, the Internal Audit Office reviewed documentation for three of the 96 recipients of relief funds from the city. One of those was El Pasoans Fighting Hunger; the other recipients were unnamed.

The auditors found the food bank failed to submit required reports and client data for three separate relief grants totaling $3.7 million. Without that documentation, the auditors could not verify that the food bank held up its end of the contract to provide a certain amount of food to a certain number of people.

City officials told the auditors the Department of Community and Human Development monitored the food bank, and flagged the lack of “back-up documentation.”

The 1st grade reading comprehension worksheets of Community and Human Development told auditors staff would subsequently perform a proxy review and inspect all of the food bank’s expenses from August 2020. That proxy review was sent to the U.S. Department of Housing and Urban Development at the end of September, according to the audit.

Earlier this month, the Fort Worth HUD office notified El Paso officials that the city’s proxy review of the food bank’s activities el paso food bank address federal procedure. What’s the fight about?

The unprecedented speed of CARES Act fund distribution, paired with lagging federal guidance on how to spend it, caused confusion across the United States, said Bill Schute, who leads the Washington Center for the LBJ School of Public Affairs at the University of Texas at Austin.

Federal agencies passed CARES Act funds to primary contractors, such as cities, who then subcontracted those out to services. Cities were responsible for ensuring the other entities, like nonprofits, are compliant with federal standards, Schute said.

“The compliance on spending CARES Act funding was significantly delayed. The guidance coming out of the Treasury, and the Office of Management and Budget was six to eight months later, and then revised several times,” Schute said.

At the crux of the fight are bankers boxes full of documents. Contracts between the city and the food bank show copies of the same application form — which list names, addresses, race, family size and income — used to meet federal requirements.

However, in the program scopes of the three grant projects with the city, the food bank agreed to distribute a minimum number of boxes to a minimum “unduplicated eligible clients.”

The contract between the city and the food bank is important for laying out compliance and expectations, Schute said.

“If the city didn’t require electronic filing, either at the inception of the subcontract, or in certain agreed-upon amendments added later, then who’s to say the food bank is right or wrong?” Schute said.

El Pasoans Fighting Hunger Food Bank has changed its pantry hours and closed some of its pantry locations.

The Nolan Richardson Recreation Center has closed. The last day was Aug. 4.

Holy Spirit Church, 14600 Horizon Blvd., in Horizon City will be reducing its days and hours. El Pasoans Fighting Hunger will no longer el paso food bank address operating the site.

Holy Spirit Church will operate the site one evening and potentially one morning per week. They will be distributing food from 6 to 8 p.m. starting Wednesday, Aug. 11.

The food bank, at 9541 Plaza Circle, will change its hours. Effective Monday, Aug. 9, the new hours will be from 10 a.m. to 5 p.m. Monday through Friday. People should not arrive before 10 a.m. except for those seniors visiting the Food FARMacy.

The new hours for the food bank's west distribution, at 5300 Doniphan Drive, will be from 10 a.m. to 3 p.m. Monday through Friday.

The Kelly Center for Hunger Relief, at 915 N. Florence St., in Central El Paso, will be open from 10 a.m. to 2 p.m. Tuesday through Friday, and 9 a.m. to noon Saturday.

Your benefits are loading onto Electronic Benefits Transfer (EBT) cards which work a lot like a debit card in stores where you can buy food.

Your EBT card can be mailed to you once you are approved.

If you do not have a home address, your EBT card can be mailed to an address that you choose such as a shelter or a place where you can pick up mail.  

You will receive a brochure with your EBT card that will explain more information about using your EBT card.

What are my options if I have Food Assistance but cannot leave my house to use my EBT card?

The eligibility worker at the county can help you indicate the person who can help you access your benefits and help with shopping, called an authorized representative.

Your authorized representative can have a card mailed to them and it cannot be used before they receive it.

Some Walmart locations have the technology to let you process shopping orders for pick-up using the Food Assistance benefits with your EBT card.

Recently, CDHS, along with the U.S. Department of Agriculture (USDA), has made it possible for SNAP participants to purchase eligible food online with their EBT card.

Currently, only two approved retailers — Walmart and Amazon — are accepting EBT cards for online purchases. Learn more on the Colorado EBT page.

What do I do if my address is wrong and I can’t get an EBT card mailed to me until it is fixed?

If you have called 1-888-328-2656 and they have told you that your address is not correct, your address will need to be updated. 

Normally, this would be done through your county office but because of COVID-19 and the increased calls to county offices, please call 1-800-536-5298. 

This is a secured line, so if you leave a voicemail, please leave your name, SSN, CBMS Case # and updated address to help your information getting updated faster.

An EBT card getting mailed to you can take 7-10 days to reach you.

I already receive Food Assistance. Will there be any changes to my benefits?

If you do not already receive the maximum benefit for your eligible household members, you will receive extra Food Assistance benefits.

If you are already receiving Food Assistance, you will continue to receive benefits and may be automatically re-enrolled in the program without extra work. 

If you were automatically re-enrolled, you will receive a letter from us telling you about the next steps.

You can track your benefit amount on the MyCOBenefits app or on your PEAK account.

Can someone else shop for me?

Yes, you can let someone else use your card to buy food for you. But be careful. Once you tell someone your PIN and give them your card, they could use ALL of your benefits. Stolen benefits will NOT be replaced.  As an additional security step, you can change your PIN after each shopping trip.

What if I have questions or changes to report?

A lot of county offices are closed to the public due to the public health crisis.

County offices that are closed to the public are open remotely and will still process applications and changes.

There may be longer wait and hold times over the phone due to the number of calls the counties are receiving.

County websites may provide email addresses to get in touch with someone in your county office to answer your questions or report changes.

You may be able to answer a lot of your questions and report changes by logging into your PEAK account or the MyCOBenefits mobile app.

You can also submit changes in writing at the dropbox for your county office.

What is it?

CDHS, along with the U.S. Department of Agriculture (USDA), has made it possible for Supplemental Nutrition Assistance Program (SNAP) participants to purchase eligible food online for the first time with their Electronic Benefits Transfer (EBT) card. This is possible as a result of a federal waiver from USDA Food and Nutrition Services that allowed for an emergency request to expand a pilot program permitting SNAP recipients to purchase grocery and food delivery online.

Who can use online purchasing?

Beginning May 29, this option will be available for SNAP (also known as Food Assistance) participants, as well as Colorado Works and Old Age Pension participants, to make online food delivery purchases on their EBT card.

Where can you use your EBT card to make online purchases?

Currently only two approved retailers – Walmart and Amazon – are accepting EBT cards for online purchases.

Are there additional fees?

Additional fees do apply, but both retailers – Walmart and Amazon – have established accessibility opportunities for SNAP participants to use their service at a very low cost. Delivery fees, tips and non-eligible purchases such as alcohol or tobacco cannot be purchased using SNAP benefits.

Will other retailers eventually accept EBT cards for online purchases?

CDHS is working with the USDA to bring more retailers, including local grocers, into the program in the future.

What is The Emergency Food Assistance Program (TEFAP)?

TEFAP provides a monthly food package to eligible households and is available in every county in Colorado.

Many TEFAP sites have drive-thru distribution so there is no 1:1 contact.

Some CSFP agencies are providing home delivery services or distributing food in other ways which keep everyone safe.

Can I receive both CSFP and TEFAP at the same time?

Absolutely. Many of the distribution sites provide both CSFP and TEFAP.

If you qualify for CSFP, you are automatically qualified to receive TEFAP.

El Pasoans Fighting Hunger Food Bank has changed its pantry hours and closed some of its pantry locations.

The Nolan Richardson Recreation Center has closed. The last day was Aug. 4.

Holy Spirit Church, 14600 Horizon Blvd., in Horizon City will be reducing its days and hours. El Pasoans Fighting Hunger will no longer be operating the site.

Holy Spirit Church will operate the site one evening and potentially one morning per week. They will be distributing food from 6 to 8 p.m. starting Wednesday, Aug. 11.

The food bank, at 9541 Plaza Circle, will change its hours. Effective Monday, Aug. 9, the new hours will be from 10 a.m. to 5 p.m. Monday through Friday. People should not arrive before 10 a.m. except for those seniors visiting the Food FARMacy.

The new hours for the food bank's west distribution, at 5300 Doniphan Drive, will be from 10 a.m. to 3 p.m. Monday through Friday.

The Kelly Center for Hunger Relief, at 915 N. Florence St., in Central El Paso, will be open from 10 a.m. to 2 p.m. Tuesday through Friday, and 9 a.m. to noon Saturday.

2nd Annual El Paso Veteran Food Pantry Dash 5K Run and Walk

Help us fill the shelves of the El Paso Veteran Food Pantry by participating in this great event! Last year we raised over $2,800 for the VNP (501c, nonprofit charity who runs the Veteran Food Pantry). Packet pickup, day of race registration, pre-race vendors, and informational booths will open at 6:45am on 11 June 2016. This year we’ll also have a higher quality race teeshirt. Sign up before 31 March 2016 to guarantee teeshirt and size!

VNP is currently providing meals for over 300 veterans and their dependents monthly. All funds received by the VNP stay locally and provides for our El Paso Veterans! This event is their largest fund raising event.

VNP will be conducting a bucket drop during the packet pickup and the day off the race. The funds raised during the bucket drop will go directly to the El Paso Veteran Food Pantry. Documents offer insight into city and food bank fight

There’s a cease-fire between the City of El Paso and the El Pasoans Fighting Hunger Food Bank after last week’s dueling allegations that the food bank failed to keep proper documentation for spent coronavirus relief funds.

Late Monday, the two groups issued a joint press release, saying both sides will continue discussions over the funding, and that neither would comment publicly during the process.

That’s an about-face from last week’s battling press conferences, when the city said the food bank’s noncompliance put the city’s federal standing at risk that could lead the federal government forcing the city to return the $3.7 million line of credit. City officials also warned El Paso could possibly lose out on future federal funding. The food bank maintains that it documented all of its transactions with information for the estimated 2 million distributions kept on paper records.

Details of the ongoing negotiations are scarce, but additional documents have shed light on issues raised by both sides.

According to documents obtained by El Paso Matters, the food bank followed the city’s contract, but federal agencies maintain the documentation is insufficient for the federal standard — leaving the city on the hook.

What happened?

In March 2020, the federal government passed the Coronavirus Aid, Relief, and Economic Security, or CARES, Act, that provided money directly from the U.S. Department of the Treasury to local governments. The City of El Paso received nearly $119 million, which it used to maintain testing sites and provide payroll relief to small businesses, among other community recovery programs.

The city overspent that funding by $1.1 million, according to an internal audit published in June. As part of the audit procedure, the Internal Audit Office reviewed documentation for three of the 96 recipients of relief funds from the city. One of those was El Pasoans Fighting Hunger; the other recipients were unnamed.

The auditors found the food bank failed to submit required reports and client data for three separate relief grants totaling $3.7 million. Without that documentation, the auditors could not verify that the food bank held up its end of the contract to provide a certain amount of food to a certain number of people.

City officials told the auditors the Department of Community and Human Development monitored the food bank, and flagged the lack of “back-up documentation.”

The Department of Community and Human Development told auditors staff would subsequently perform a proxy review and inspect all of the food bank’s expenses from August 2020. That proxy review was sent to the U.S. Department of Housing and Urban Development at the end of September, according to the audit.

Earlier this month, the Fort Worth HUD office notified El Paso officials that the city’s proxy review of the food bank’s activities violated federal procedure. HUD found that the city’s analysis did not ensure that low-and moderate-income level clientele were 51% of the food bank’s operations, saying the city’s proxy analysis had insufficient documentation.

“The City’s continued failure to demonstrate compliance with a national objective for its foodbank activities may result in the HUD requiring the City to reimburse its line of credit,” wrote Shirley Henley, HUD’s regional community planning and development director. 

The City Council voted unanimously Oct. 20 to declare the food bank in default of its agreements with the city, and start a “settlement agreement” negotiation with the nonprofit.

A separate, city-administered federal grant to build a community kitchen for  $1.5 million has been placed “on hold” until the negotiations end.

What’s the fight about?

The unprecedented speed of CARES Act fund distribution, paired with lagging federal guidance on how to spend it, caused confusion across the United States, said Bill Schute, who leads the Washington Center for the LBJ School of Public Affairs at the University of Texas at Austin.

Federal agencies passed CARES Act funds to primary contractors, such as cities, who then subcontracted those out to services. Cities were responsible for ensuring the other entities, like nonprofits, are compliant with federal standards, Schute said.

“The compliance on spending CARES Act funding was significantly delayed. The guidance coming out of the Treasury, and the Office of Management and Budget was six to eight months later, and then revised several times,” Schute said.

At the crux of the fight are bankers boxes full of documents. Contracts between the city and the food bank show copies of the same application form — which list names, addresses, race, family size and income — used to meet federal requirements.

El Pasoans Fighting Hunger CEO Susan Goodell said at the Oct. 21 press conference that the food bank “followed the contract to the letter,” showing requirements for keeping documents in “a safe and secure place.” 

However, in the program scopes of the three grant projects with the city, the food bank agreed to distribute a minimum number of boxes to a minimum “unduplicated eligible clients.”

Unduplicated clients simply means not tracking the same person for multiple benefits, which Schute said was a requirement for a lot of HUD contracts.

“The federal government wanted the money to be spread as broadly as possible to reach as many people as possible,” Schute said. “That’s where record keeping would be really important.”

For both the City of El Paso and the food bank, the paper records pose a major problem because of the time required to digitize or hand-review thousands of pages.

“Uncollated data in banker boxes does not qualify as compliance for the federal government,” Nicole Ferrini, the city’s chief resilience officer, said in an emailed statement following the food bank’s press conference last week.

The contract between the city and the food bank is important for laying out compliance and expectations, Schute said.

“If the city didn’t require electronic filing, either at the inception of the subcontract, or in certain agreed-upon amendments added later, then who’s to say the food bank is right or wrong?” Schute said.

Food pantries distribute non-prepared foods and other grocery items to needy clients, who then prepare and use these items where they live. They are primarily operated through referral systems, in which staff at nonprofit organizations screen clients and refer them to pantries operated by volunteers. In El Paso, local food pantries obtain their food from the El Pasoans Fighting Hunger and then in turn distribute to their own clients.

As donations come in, El Pasoans Fighting Hunger works to ensure that food provided to those in need are always edible and within the expiration date. 2nd Annual El Paso Veteran Food Pantry Dash 5K Run and Walk

Help us fill the shelves of the El Paso Veteran Food Pantry by participating in this great event! Last year we raised over $2,800 for the VNP (501c, nonprofit charity who runs the Veteran Food Pantry). Packet pickup, day of race registration, pre-race vendors, and informational booths will open at 6:45am on 11 June 2016. This year we’ll also have a higher quality race teeshirt. Sign up before 31 March 2016 to guarantee teeshirt and size!

VNP is currently providing meals for over 300 veterans and their dependents monthly. All funds received by the VNP stay locally and provides for our El Paso Veterans! This event is their largest fund raising event.

Bib Pickup: 10 June 2016 at the VNP 4317 Dyer Street, El Paso Texas 79930 from 11am to 7pm. (VNP has two new signs making the location even easier to find!)

Participants can also pickup their bibs at the event starting at 6:45am

Donations: Can goods and clothing items in good conditions can be donated during both packet pickup and day of the event. Additionally donations can be made at any time during the race registration period here at RunSignUp.com. Just select the donation tab!

VNP will be conducting a bucket drop during the packet pickup and the day off the race. The funds raised during the bucket drop will go directly to the El Paso Veteran Food Pantry. The El Paso Veteran Food Pantry has established a relationship with local vendors. El Pasoans Fighting Hunger is working to address food insecurity among children, families and seniors in the El Paso area that has increased by 400% as a result of the COVID-19 pandemic. Donations from El Paso Giving Day will be used to cover the costs associated with acquiring and distributing food to seniors, families and children. Since the onset of COVID-19, we have distributed more than 1.5 million emergency food boxes. The need continues to be great as the pandemic forges on and affects so many families.

In the first eight months of 2021, we have distributed over 101 million pounds of food. For most of that time, the food bank provided enough food for three meals a day to 122,000 people, now that number has dropped to 84,229. This is due to losses of manpower and funding.

The efforts of El Pasoans Fighting Hunger Food Bank will ensure that these services are available to all families who are food insecure – including the 200,000 who struggle with food insecurity long-term. However, the need is still strong. More than 1/4 of El Pasoans have to regularly choose between purchasing food or covering housing or utilities. Your support will allow us to address the catastrophic food insecurity that has arisen due to the COVID-19 pandemic.

The need continues, and we need YOU to help serve our friends and neighbors.

Big changes announced by the El Pasosoans Fighting Hunger Food Bank. Circumstances have resulted in the conclusion of service at one Mega Pantry site, the halting of day to day operations at another and a reduction of hours at two others, including at its headquarters.

A lack of manpower is the main culprit, according to a food bank news release.

Volunteers have been hard to come by, and groups such as the Texas National Guard and AmeriCorps, which had been providing pandemic support, are no longer able to or have had to reduce the number of people they were providing.

“Given staffing constraints, [the closure and reduced hours] are necessary for continued operation of food distribution at the food bank locations,” officials with the food bank explained.

The Changes

• REDUCTION - EPFH Headquarters at 9541 Plaza Circle will have a change in hours. Effective Monday, August 9, the new hours will be from 10 a.m. to 5 p.m., Monday through Friday.

• REDUCTION - The Westside distribution site at 5300 Doniphan will cut its hours as well. Effective Monday, August 9, the new hours will be 10 a.m. to 3 p.m.

• CLOSING - The Nolan Richardson Recreation Center in the Northeast will cease to operate as a distribution location effective Wednesday, Aug. 4, 2021.

• Holy Spirit Church, 14600 Horizon Blvd, in Horizon will no longer be manned by El Pasoans Fighting Hunger, but will not close entirely. Holy Spirit Church will continue to distribute food at least one evening and potentially one morning per week starting Wednesday, August 11, from 6 p.m. to 8 p.m. This new schedule is effective Aug. 9, 2021.

Volunteers Needed

How do I apply for Food Assistance benefits?

Choose one of the options below to apply for Food Assistance benefits. Try to provide as much information as you can on the application to make the process faster.

If you lost your job or have been laid off, you should apply for Food Assistance immediately.

Please provide as much information as you can about your layoff.

Your application and information will be reviewed by the county to determine if you are eligible to receive benefits within seven days.

Counties are trying to make the application process easier by allowing for more flexibility in what you need to provide.

How do I access my benefits once I am approved?

Your benefits are loading onto Electronic Benefits Transfer (EBT) cards which work a lot like a debit card in stores where you can buy food.

Your EBT card can be mailed to you once you are approved. 

An EBT card getting mailed to you can take 7-10 days to reach you.  

If you do not have a home address, your EBT card can be mailed to an address that you choose such as a shelter or a place where you can pick up mail.  

You will receive a brochure with your EBT card that will explain more information about using your EBT card.

What are my options if I have Food Assistance but cannot leave my house to use my EBT card?

The eligibility worker at the county can help you indicate the person who can help you access your benefits and help with shopping, called an authorized representative.

Your authorized representative can have a card mailed to them and it cannot be used before they receive it.

Some Walmart locations have the technology to let you process shopping orders for pick-up using the Food Assistance benefits with your EBT card.

Recently, CDHS, along with the U.S. Department of Agriculture (USDA), has made it possible for SNAP participants to purchase eligible food online with their EBT card.

Currently, only two approved retailers — Walmart and Amazon — are accepting EBT cards for online purchases. Learn more on the Colorado EBT page.

What do I do if my address is wrong and I can’t get an EBT card mailed to me until it is fixed?

If you have called 1-888-328-2656 and they have told you that your address is not correct, your address will need to be updated. 

Normally, this would be done through your county office but because of COVID-19 and the increased calls to county offices, please call 1-800-536-5298. 

This is a secured line, so if you leave a voicemail, please leave your name, SSN, CBMS Case # and updated address to help your information getting updated faster.

An EBT card getting mailed to you can take 7-10 days to reach you.

I already receive Food Assistance. Will there be any changes to my benefits?

If you do not already receive the maximum benefit for your eligible household members, you will receive extra Food Assistance benefits.

If you are already receiving Food Assistance, you will continue to receive benefits and may be automatically re-enrolled in the program without extra work. 

If you were automatically re-enrolled, you will receive a letter from us telling you about the next steps.

You can track your benefit amount on the MyCOBenefits app or on your PEAK account.

Can someone else shop for me?

Yes, you can let someone else use your card to buy food for you. But be careful. Once you tell someone your PIN and give them your card, they could use ALL of your benefits. Stolen benefits will NOT be replaced.  As an additional security step, you can change your PIN after each shopping trip.

What if I have questions or changes to report?

A lot of county offices are closed to the public due to the public health crisis.

County offices that are closed to the public are open remotely and will still process applications and changes.

There may be longer wait and hold times over the phone due to the number of calls the counties are receiving.

County websites may provide email addresses to get in touch with someone in your county office to answer your questions or report changes.

You may be able to answer a lot of your questions and report changes by logging into your PEAK account or the MyCOBenefits mobile app.

You can also submit changes in writing at the dropbox for your county office.

What is it?

CDHS, along with the U.S. Department of Agriculture (USDA), has made it possible for Supplemental Nutrition Assistance Program (SNAP) participants to purchase eligible food online for the first time with their Electronic Benefits Transfer (EBT) card. This is possible as a result of a federal waiver from USDA Food and Nutrition Services that allowed for an emergency request to expand a pilot program permitting SNAP recipients to purchase grocery and food delivery online.

Who can use online purchasing?

Beginning May 29, this option will be available for SNAP (also known as Food Assistance) participants, as well as Colorado Works and Old Age Pension participants, to make online food delivery purchases on their EBT card.

Where can you use your EBT card to make online purchases?

Are there additional fees?

Additional fees do apply, but both retailers – Walmart and Amazon – have established accessibility opportunities for SNAP participants to use their service at a very low cost. Delivery fees, tips and non-eligible purchases such as alcohol or tobacco cannot be purchased using SNAP benefits.

Will other retailers eventually accept EBT cards for online purchases?

CDHS is working with the USDA to bring more retailers, including local grocers, into the program in the future.

What is The Emergency Food Assistance Program (TEFAP)?

TEFAP provides a monthly food package to eligible households and is available in every county in Colorado.

Do I have to provide proof of income for TEFAP?

No. You will self-declare how you are eligible to receive TEFAP.

What else do I need to know about TEFAP?

You will be asked to provide your name, address, number of people in your household, and how you are eligible.

You may also be asked to provide some form of ID.

Most distribution sites are food pantries that offer additional food items and other resources.

What is The Commodity Supplemental Food Program (CSFP)?

CSFP provides a monthly food package to adults that are 60 years of age or older and meet income guidelines. CSFP is offered in every county in Colorado.

No. You will self-declare how you are eligible to receive CSFP.

What else do I need to know about CSFP?

You will need to complete a CSFP application and provide some form of ID.

Once you are approved (which will happen at the time of application in most cases), you are certified for one year.

You can recertify each year by simply indicating your interest in continuing participation in the program and self-declaring that you qualify.

How can I access these programs while maintaining “social distance”?

Many TEFAP sites have drive-thru distribution so there is no 1:1 contact.

Some CSFP agencies are providing home delivery services or distributing food in other ways which keep everyone safe.

Can I receive both CSFP and TEFAP at the same time?

Absolutely. Many of the distribution sites provide both CSFP and TEFAP.

If you qualify for CSFP, you are automatically qualified to receive TEFAP.
