Ask the R-S mailbag: Will water shortages hit Redding? When will the new VA clinic open?

Will Redding enact water restrictions?

Q.  We moved to Redding late last year. The biggest issue we see is the surrounding counties declaring water shortages and emergency cutbacks. Where does Redding's residential water come from and is it possible the city will be subject to water shortages in this drought?

A. No water rationing or tiered pricing connected to the amount of water used are being planned right now, said Assistant Director of Public Works Ryan Bailey. The city has a four-tier drought contingency plan based on drought severity, under Redding Municipal Code. The city’s at Stage fnb online com, the lowest tier.

“Currently, we don’t have anything in place as far as a mandatory contingency for conservation, it’s all voluntary. That doesn’t mean it won’t change here in the future, that’s always a consideration” if conditions worsen, he said.

Redding gets its water from three sources. The Sacramento River’s the largest, followed by Whiskeytown Lake and 17 municipal ground water wells, which in turn get their water from the underground aquifer. “This year, the state came out with a 75% reduction in surface water for one of our contracts. Luckily, we’re able to supplement that reduction with groundwater,” said Bailey.

The last period of water restriction due to drought was 2014-2015, Bailey said, when the city was in Stage 2: “Once the drought was essentially declared over, then we went back to Stage 1,” which calls for voluntary conservation. Among the voluntary conservation measures suggested are cutting back lawn watering to three days a week, adjusting sprinklers so they’re not wetting up the sidewalk and scouting out and repairing water leaks.

The city’s water situation will be discussed during the Tuesday night meeting of the Redding City Council, which will consider an ordinance amending the Water Shortage Contingency Plan portion of the Redding Municipal Code. County passes water shortage emergency ordinance

While Redding has not enacted mandatory water restrictions, the Shasta County Board of Supervisors on Tuesday passed an urgency ordinance declaring a water shortage emergency.

The U.S. Bureau of Reclamation has reduced the amount of water allocated to the county by 75%, according to a report to the Board of Supervisors.

The emergency ordinance mainly affects water customers in its seven county service areas. The ordinance would set penalties for such water wasting practices as hosing off sidewalks, driveways and other hardscapes.

It would also forbid washing automobiles with hoses not equipped with a shut-off nozzle, using non-recirculated water in a fountain or other decorative water feature and watering lawns in a manner that causes runoff.

What's the latest at the Redding VA clinic on Knighton Road?

Q: What is the latest with the new Redding VA Outpatient clinic going up on Knighton Road?

A: It’s been more than two years since a ceremonial groundbreaking took place for the new clinic in late May 2019. At the time, VA officials said the new clinic was expected to open this summer.

But the COVID-19 pandemic has pushed back the grand opening and the clinic is now expected to open in late 2021 or early 2022, said Jason Dominguez of the VA Northern California Health Care System.

At 77,000-square-feet, the new clinic will be significantly larger than the existing 48,000-square-foot clinic on Hartnell Avenue. That location will continue to provide dental, audiology and eye services.

Specialty services at the new clinic will include allergy and immunology, nephrology and rheumatology, reporter Mike Chapman wrote in a 2019 article commemorating the groundbreaking.

“Existing radiology services will add a fluoroscopy capability, a gastrointestinal suite will be added to perform more colonoscopies and another speech pathologist will join the audiology department,” the article stated.

Which food banks accept food donations?

A: In 2020, food banks refused food donations during the COVID-19 pandemic out of concern packaging and food could contain the virus. Most are accepting food donations again.

As of Monday, the following food banks accept food donations from residents: 

  • The Salvation Army Food Ministry in Redding accepts canned foods, dry foods and other non-perishable items. Call 222-2207.
  • The Good News Rescue Mission in Redding accepts food donations. Greatest needs are fresh produce, fresh or frozen meats and cheese. Donations can be dropped off from 8 a.m. to 4 p.m. weekdays at 3075 Veda St. in Redding. Call 241-5754.
  • Dignity Health Connected Living Community Food Bank in Redding accepts food donations except for home jarred or canned items. Call 226-3073.
  • Tri County Community Network in Burney is accepting canned and dry goods. Call 335-4600.

The Shingletown Emergency Food and Outreach Center accepts only monetary donations and gift cards right now. However, it’s getting ready to open at a new location (31285 Highway 44, suite H) so that may change soon. Call 474-4220.
