Gift cards have caused quite a headache for retailers in the last month, exposing another way that fraudulent activity can eat into razor-thin profit margins. Gift card fraud can range from physical theft to cloning to exploiting programming errors on the merchant side.

The methods of attack are very similar to what is seen with credit card fraud, but gift card fraud is less widely reported in the news. The reason is that, unlike data breaches that involve credit cards, personally identifiable information (PII) is rarely disclosed. Regardless, it is important for both merchants and customers to know how gift card fraud occurs, so they can recognize the behavior and protect themselves.

On June 1st, Australian retailer Woolworth’s experienced a data breach that led to AUS $1.3 million worth of gift card numbers being leaked online. Several weeks prior, Starbucks how do i do online banking with santander two high-profile gift card incidents – one involved a security researcher that discovered a race condition that allowed him to transfer card balances between cards without deducting any value, and the other involved the auto-load feature on cards that allowed fraudsters to quickly drain attached bank accounts. There are many ways to commit fraud using gift cards and they are very alluring, for many reasons. First, and foremost, there’s a low chance of being prosecuted. The dollar amounts on each individual transaction are relatively small and not enough to garner the attention of large law enforcement agencies that have the ability to catch the perpetrators. Second, it’s very easy to commit fraud. Lastly, it’s easy to convert gift card value into money or merchandise.

How is gift card fraud commonly committed? There are three primary categories of fraud:

Hacking accounts

As described earlier with the Starbucks story, thieves can hack into gift card accounts and quickly drain them of money. If the auto-load feature is turned on, within seconds, a cybercriminal can quickly rack up charges and start the process of moving money off the compromised gift card account.

Another common route is using gift cards to quickly monetize the value in other hacked accounts, such as credit card rewards programs or hotel points.

This is how it works:

  • A cybercriminal will obtain the username and password to a person’s credit card rewards program, usually through reused credentials or malware.
  • They will log in and check the value of the account. For example, let’s say it’s $5,000.
  • Credit card redemption programs offer many different items they can redeem in exchange for points. Several problems exist for the fraudster. They can’t exactly redeem for golf clubs – where would they ship them? Cash back is either redeemed as statement credit or sent as a check to the cardholder – also no good. Gift cards, however, are a perfect way to quickly monetize the hack.
  • The redeemer instantly gets an e-gift card number that can be spent immediately, meaning the fraudster can exchange $5,000 worth of points for $5,000 worth of value on an e-gift card. The site will give the fraudster a gift card number on the spot, which can be printed out and used in-store or online.
  • The fraudster will then use a service that converts gift cards into cash, such as cardcash.com or cardhub.com. One can usually get 60% of the face value of typical gift cards on sites like this. There are also physical kiosks in malls that offer the same service.
  • The fraudster can now effectively convert a point or rewards on a hacked account into real cash.

Stealing numbers and cloning cards

Another very common method of gift card fraud is committed is through stealing numbers off physical gift cards. Gift cards work essentially the same as credit cards with a mag stripe—the gift card number is printed on the card for manual key entry and is also encoded on a mag stripe on the back of the card.

The mag stripe number is plain text and can be read with a mag stripe reader purchased for $15 from eBay or an electronics store. Gift cards may or may not have an additional level of security, a PIN number covered with a coating, similar to a lottery ticket, that needs to be scratched off.

Some merchants, such as Starbucks, do not require the customer to enter in a PIN number when using the card. The customer simply swipes the card and they’re good to go. Other merchants do use PIN numbers, which offers an additional layer of protection – the redeemer needs to have the physical card in possession in order to use it.

Gift cards are not usable until they are activated at the cash register. In many stores, gift cards are sitting out in an accessible place. People have been known to steal a stack of cards, bring them home, write down the numbers (or script it out using a mag stripe reader) and then sneak them back into the store and place them on the shelf.

Brazen criminals can write down or take pictures of the numbers down right in the store. From there, it’s a waiting game. Most merchants offer a way to check gift card balances online – the fraudsters will repeatedly check balances on the merchant’s website and wait until they are activated by a legitimate purchase. When they are, transferring balances to another card or converting into cash by using a third-party redeemer drains the balances out.

There are no reported incidents of POS skimmers used to grab gift card numbers, but this attack would work as well.

The addition of a PIN number can delay a fraudster, but not deter them entirely. They can scratch off the mbt bank accounts, revealing the PIN and replace it with a new sticker easily purchased from eBay.

This type of fraud is fairly low-level and does not result in a huge loss to the merchant, but is quite a shock to the customer when the recipient of a gift card tries to redeem it and finds that the balance is zero. Some retailers will reimburse the customer with the face value of the gift card, but this ends up being a reputational hit for the retailer, as well as a headache for the consumer.

Acquiring numbers in americas test kitchen knives more difficult, but much more rewarding, is to acquire gift card numbers in bulk from the issuers, merchant, reward redemption program, etc. This can be done through a multitude of methods, including phishing, SQL injection, social engineering and accidental disclosure.

Accidental disclosure is exactly what happened at Woolworth’s, where an employee at the company had a spreadsheet with 8,000 gift card numbers, totaling AUS $1.3 million. The employee accidentally sent the email to more than 1,000 people. Anyone who received the email could immediately go shopping or start to convert the gift card numbers into cash.

Advice for retailers

In-store security is important. Store gift cards behind the counter or citibank credit card new pin generation online in a cabinet. It’s not advisable to leave them out in an area that is publicly accessible because of the high probability someone will perpetrate one of the scams described above.

It’s even more important to have good policies and procedures in place for the central handling of gift cards numbers. First, require a PIN for the use of a gift card. Next, on a corporate policy level, never store the gift card PINs with the gift card numbers – keep the two separate. Last, limit online balance look-ups to several per hour, maximum.

Advice for customers

The best advice for customers buying gift cards is to only buy gift cards from reputable merchants. Always look at the physical card and look for signs of tampering, such as a scratched off and/or replaced PIN number. Most importantly – keep your receipt. If you get the card home and find it drained of funds, you may be able to recoup your losses by going to the merchant that sold the card or the store where the gift card is redeemable.

Gift card fraud is pretty unsexy when compared with the latest nation-state threat actors exploiting multiple 0-day vulnerabilities, but it is a significant problem that drains money from retailers and consumers alike. By being aware of how this fraud is committed, we can spot the scams and protect ourselves.

How to sell, swap or donate unwanted gift cards

If you’ve got a stash of old gift cards crowding your wallet, you’re not alone. Although gift cards make for great last-minute presents and frequently pop up as a redemption option with rewards credit cards, they often end up forgotten or only half-used.

Indeed, a recent survey from Bankrate found that U.S. adults have more than $20 billion in unused gift cards and store credits, with the average person holding onto around $167 in unredeemed funds.

The good news is that instead of letting your gift cards go to waste, you can trade them in for cash, exchange them for more useful cards or donate them to charity, usually in just a few clicks.

How to turn gift cards into cash

If you’re looking to sell gift cards at a discounted price, you shouldn’t have much trouble finding a buyer. According to the National Retail Federation, gift cards have been the most popular item on consumer wish lists for 13 straight years, with 59% of those surveyed requesting gift cards as holiday presents in 2019.

While selling gift cards for cash won’t get you face value for your gift card, having this option could certainly come in handy if you’re short on cash or suspect the retailer that issued the card is headed for bankruptcy. After all, if a store shutters completely, your gift card could lose all its value.

Selling and exchanging gift cards through CardCash

CardCash.com buys gift cards directly from consumers, offering up to 92% cash back for your unwanted gift cards. Catering to the ease of digital exchanges, CardCash operates exclusively online.

While gift card prices fluctuate based on supply and demand, we found that many of the cards we tested fetched a decent value on CardCash. For example, when we checked, a $100 Best Buy gift card was valued at $86 and a $100 Walmart gift card was valued at $88. Of course, your experience may vary.

If you’d rather exchange your gift card for other store options, CardCash is one of your best bets. Indeed, the site offers up to 11% more value for your cards if you trade the gift card rather than sell it.

That said, the site’s selection of alternatives is limited. Currently, you can choose to exchange your gift card for a card at Amazon, Bed Bath & Beyond, CVS Pharmacy, eBay, GameStop, The Home Depot, Lowe’s, Overstock, Starbucks or Uber Eats.

Unlike CardCash, Raise.com does not buy gift cards directly from consumers. Instead, Raise hosts an online marketplace where you can list your gift cards for sale or buy from other independent sellers.

Raise does not charge an upfront fee for hosting your gift card listing. Instead, if your card sells, the site deducts a 15% fee (plus $2.75 or 1% of the value of the physical card for shipping) from your final sale price and forwards you the rest. Raise also handles the actual transaction process, so you won’t need to deal directly with buyers. Simply list your cards and ship any physical cards once sold. You can receive payment via check in the mail, PayPal or ACH deposit.

Raise is also unique in letting you set your own price for your gift cards. In theory, this could allow you to squeeze a bit more value out of your cards – but there’s also no guarantee they will sell. CardCash, on the other hand, makes you a guaranteed offer you can take or leave.

For reference, Raise includes a suggested selling price and the discount offered by current card listings when you upload your gift card for sale. You’ll also see how much you’ll earn with Raise’s 15% fee factored in.

Raise’s suggested sale price is typically higher than the offers available at CardCash. But when you take Raise’s 15% fee into account, the difference is negligible.

For example, Raise suggested we list a $100 Walmart gift card for $99.13. With the 15% fee deducted, we stood to exchange the gift card for $84.26, compared to $88 at CardCash.

Are CardCash and Raise legitimate sites?

As the site notes, “In some cases, we are able to double [or] triple the value of your donated card with donor match programs and local community initiatives.”

GameStop Will Now Take Your Unwanted Gift Cards

Consumers who have gift cards they don’t want now have the opportunity to trade them in for something else or cash.

Video game, collectibles and electronics retailer GameStop announced it would accept 600 brands of unwanted gift cards and consumers can exchange them for their favorite video game or toy collectible or cash with a 20 percent cash reduction from the credit value.

Pennsylvania has been selected as a test location area for the gift card exchange program and the retailer has plans for it to go nationwide later this year.

In Northeast Pennsylvania, participating GameStop locations are in the Wyoming Valley Mall in Wilkes-Barre Twp., the Laurel Whole foods nyc in Hazle Twp. and can i exchange my gamestop gift card for cash Viewmont Mall in Dickson City as well as the Shoppes at Montage in Moosic, Dickson City Commons, Taylor Commons and the Hazle Marketplace in Hazleton.

“Customers can opt for GameStop credit or cash in exchange for their unspent gift cards,” Haes said. “By providing customers a way to transform unwanted gift cards from other retailers into GameStop currency, this is a great service for our customers and it helps drive traffic into our stores.”

In all, there are 48 GameStop locations across Pennsylvania and 3,706 nationwide.

According to GameStop, it will accept most brick and mortar brands starting with a minimum value of $5 and maximum of $1,000.

normally I would just go to my local gamestop and buy a physical card from there but they are currently not accepting cash, so I went to my local safeway to try to find one, but they didn't have one and I bought a gamestop gift card instead, because on their website it says they will still accept gift cards at their stores. they were still closed when I left the safeway so I thought I would try redeaming the gamestop card online and using it to purches digital steam wallet codes. I logged into my account, filled in my info, and enter the gift card info and it said the card was applied. I clicked on go to order review and then clicked on place order, but then I got an error saying "This product cannot be purchased with your GameStop gift card. Please use a different form of payment." it seams silly to me that gamestop's website won't accept their OWN gift cards. Am I doing something wrong here or have other encountered this error? also can I just redeam the gift card in store for a steam card? has anyone tried this?

Gift cards are a close second to cash in terms of a universally acceptable gift. The only problem is that if you don't shop at the store or dine at the restaurant where the gift card is accepted, it's about as useless as the plastic it's printed on.

If you happen to be a gamer, however, there's now a solution that'll let you get some value out of those unused cards after all.

Through a new partnership between GameStop and gift card exchange program Cardpool, you can now transform unused cards into an e-gift card for use at GameStop. Here's how it works.

Head over to the Gift Card Exchange website, select which store your card is from and fill out the card number and PIN. The e-card can be used for purchases online or at one of GameStop's brick and mortar locations nationwide.

How to sell, swap or donate unwanted gift cards

If you’ve got a stash of old gift cards crowding your wallet, you’re not alone. Although gift cards make for great last-minute presents and frequently pop up as a redemption option with rewards credit cards, they often end up forgotten or only half-used.

Indeed, a recent survey from Bankrate found that U.S. adults have more than $20 billion in unused gift cards and store credits, with the average person holding onto around $167 in unredeemed funds.

The good news is that instead of letting your gift cards go to waste, you can trade them in for cash, exchange them for more useful cards or donate them to charity, usually in just a few clicks.

How to turn gift cards into cash

If you’re looking to sell gift cards at a discounted price, you shouldn’t have much trouble finding a buyer. According to the National Retail Federation, gift cards have been the most popular item on consumer wish lists for 13 straight years, with 59% of those surveyed requesting gift cards as holiday presents in 2019.

While selling gift cards for cash won’t get you face value for your gift card, having this option could certainly come in handy if you’re short on cash or suspect the retailer that issued the card is headed for bankruptcy. After all, if a store shutters completely, your gift card could lose all its value.

Selling and exchanging gift cards through CardCash

CardCash.com buys gift cards directly from consumers, offering up to 92% cash back for your unwanted gift cards. Catering to the ease of digital exchanges, CardCash operates exclusively online.

While gift card prices fluctuate based on supply and demand, we found that many of the cards we tested fetched a decent value on CardCash. For example, when we checked, a $100 Best Buy gift card was valued at $86 and a $100 Walmart gift card was valued at $88. Of course, your experience may vary.

Additionally, CardCash features a robust list of accepted gift cards. Along with popular options such as Target and Walmart, you can sell gift cards from places like 7-Eleven, Costco, Starbucks and Uber Eats.

Selling gift cards at CardCash is easy: Simply enter a merchant and card balance, and you can see your offer instantly. You can also add multiple cards at once and see their total value. Only gift cards with a remaining balance of $10 or more are eligible.

Once you’ve selected your desired payment method – via check in the mail, ACH deposit or PayPal Express Checkout – enter your gift card number and PIN.

If you’d rather exchange your gift card for other store options, CardCash is one of your best bets. Indeed, the site offers up to 11% more value for your cards if you trade the gift card rather than sell it.

That said, the site’s selection of alternatives is limited. Currently, you can choose to exchange your gift card for a card at Amazon, Bed Bath & Beyond, CVS Pharmacy, eBay, GameStop, The Home Depot, Lowe’s, Overstock, Starbucks or Uber Eats.

Selling gift cards through Raise

Unlike CardCash, Raise.com does not buy gift cards directly from consumers. Instead, Raise hosts an online marketplace where you can list your gift cards for sale or buy from other independent sellers.

Raise does not charge an upfront fee for hosting your gift card listing. Instead, if your card sells, the site deducts a 15% fee (plus $2.75 or 1% of the value of the physical card for shipping) from your final sale price and forwards you the rest. Raise also handles the actual transaction process, so you won’t need to deal directly with buyers. Simply list your cards and ship any physical cards once sold. You can receive payment via check in the mail, PayPal or ACH deposit.

Raise is also unique in letting you set your own price for your gift cards. In theory, this could allow you to squeeze a bit more value out of your cards – but there’s also no guarantee they will sell. CardCash, on the other hand, makes you a guaranteed offer you can take or leave.

For reference, Raise includes a suggested selling price and the discount offered by current card listings when you upload your gift card for sale. You’ll also see how much you’ll earn with Raise’s 15% fee factored in.

Raise’s suggested sale price is typically higher than the offers available at CardCash. But when you take Raise’s 15% fee into account, the difference is negligible.

For example, Raise suggested we list a $100 Walmart gift card for $99.13. With the 15% fee deducted, we stood to exchange the gift card for $84.26, compared to $88 at CardCash.

Are CardCash and Raise legitimate sites?

Yes, both are legitimate businesses and should offer more security than you’ll find selling gift cards yourself on a site like eBay or Craigslist. That said, each has faced its share of customer complaints and neither are accredited with the Better Business Bureau, so be aware.

CardCash’s BBB profile also notes a number of complaints, mostly from customers who had bought gift cards on the site and then had their card balances disappear after the site’s 45-day guarantee expired.

Raise’s customer service rating averages around 1 star on the Better Business Bureau site and 2 stars at Trustpilot. Like CardCash, most of Raise’s complaints relate to issues with buying gift cards, with some customers alleging the site performed a hard pull on their credit report.

We’ve reached out to both companies for comment on their customer service reputation and are awaiting comment.

How to donate gift cards

Another great way to use your unwanted or low-balance gift cards is to donate them to charity, either directly or via a site like GiftCards4Change.

GiftCards4Change’s mission is to “collect, combine and liquidate gift cards through relationships with merchants, corporate sponsorship programs and third-party vendors to maximize the value of your remaining gift card balance.”

This means that even if you’ve used a portion of your gift card, you can donate what’s left of the gift card to GiftCards4Change to make a difference in areas like poverty assistance, education advancement, human trafficking and homelessness. As the site notes, “In some cases, we are able to double [or] triple the value of your donated card with donor match programs and local community initiatives.”

GiftCards4Change sells gift cards as well, with 100% of your purchase going directly to charity.

CardCash has also occasionally offered users the option of donating gift cards to charity instead of exchanging the gift card for cash. The site partnered with Charity on Top for a donation program during Hurricane Harvey and is currently working with St. Jude Children’s Research Hospital.

Unfortunately, donating via CardCash won’t yield the full value of your gift card – for example, a $100 Walmart gift card would get St. Jude’s $88 – so it may be worth contacting a local charity directly about donating unwanted cards instead.

Whichever route you take, be sure to get a receipt for the value of the gift card so that you can claim your donation as a tax deduction.

Bottom line

Whether you decide to sell them for cash, swap for an alternative, or pass on the remaining value to those in need, your old, unwanted or low-balance gift cards can be put to good use.

You may only get back 70%–80% of your card’s value, but that’s certainly better than letting them go to waste.

GameStop Will Now Take Your Unwanted Gift Cards

Consumers who have gift cards they don’t want now have the opportunity to trade them in for something else or cash.

Video game, collectibles and electronics retailer GameStop announced it would accept 600 brands of unwanted gift cards and consumers can exchange them for their favorite video game or toy collectible or cash with a 20 percent cash reduction from the credit value.

Pennsylvania has been selected as a test location area for the gift card exchange program and the retailer has plans for it to go nationwide later this year.

In Northeast Pennsylvania, participating GameStop locations are in the Wyoming Valley Mall in Wilkes-Barre Twp., the Laurel Mall in Hazle Twp. and the Viewmont Mall in Dickson City as well as the Shoppes at Montage in Moosic, Dickson City Commons, Taylor Commons and the Hazle Marketplace in Hazleton.

Jon Haes, vice president of merchandising at GameStop, said $8-$10 billion goes unspent every year in gift cards and customers have unrealized value that “our program can unlock.”

“Customers can opt for GameStop credit or cash in exchange for their unspent gift cards,” Haes said. “By providing customers a way to transform unwanted gift cards from other retailers into GameStop currency, this is a great service for our customers and it helps drive traffic into our stores.”

In all, there are 48 GameStop locations across Pennsylvania and 3,706 nationwide.

According to GameStop, it will accept most brick and mortar brands starting with a minimum value of $5 and maximum of $1,000.

Gift cards have caused quite a headache for retailers in the last month, exposing another way that fraudulent activity can eat into razor-thin profit margins. Gift card fraud can range from physical theft to cloning to exploiting programming errors on the merchant side.

The methods of attack are very similar to what is seen with credit card fraud, but gift card fraud is less widely reported in the news. The reason is that, unlike data breaches that involve credit cards, personally identifiable information (PII) is rarely disclosed. Regardless, it is important for both merchants and customers to know how gift card fraud occurs, so they can recognize the behavior and protect themselves.

On June 1st, Australian retailer Woolworth’s experienced a data breach that led to AUS $1.3 million worth of gift card numbers being leaked online. Several weeks prior, Starbucks had two high-profile gift card incidents – one involved a security researcher that discovered a race condition that allowed him to transfer card balances between cards without deducting any value, and the other involved the auto-load feature on cards that allowed fraudsters to quickly drain attached bank accounts. According to reporting by Brian Krebs, Starbucks itself was not hacked – the customers were.

The article goes on to explain that customers often use the same username/password combination across multiple sites and when a website is hacked, cyber criminals will often take the password dumps and try them on multiple sites. This is what most likely happened to the Starbucks customers; it’s very inconvenient and costly to the victim but avoidable, if good password habits are used.

There are many ways to commit fraud using gift cards and they are very alluring, for many reasons. First, and foremost, there’s a low chance of being prosecuted. The dollar amounts on each individual transaction are relatively small and not enough to garner the attention of large law enforcement agencies that have the ability to catch the perpetrators. Second, it’s very easy to commit fraud. Lastly, it’s easy to convert gift card value into money or merchandise.

How is gift card fraud commonly committed? There are three primary categories of fraud:

Hacking accounts

As described earlier with the Starbucks story, thieves can hack into gift card accounts and quickly drain them of money. If the auto-load feature is turned on, within seconds, a cybercriminal can quickly rack up charges and start the process of moving money off the compromised gift card account.

Another common route is using gift cards to quickly monetize the value in other hacked accounts, such as credit card rewards programs or hotel points.

This is how it works:

  • A cybercriminal will obtain the username and password to a person’s credit card rewards program, usually through reused credentials or malware.
  • They will log in and check the value of the account. For example, let’s say it’s $5,000.
  • Credit card redemption programs offer many different items they can redeem in exchange for points. Several problems exist for the fraudster. They can’t exactly redeem for golf clubs – where would they ship them? Cash back is either redeemed as statement credit or sent as a check to the cardholder – also no good. Gift cards, however, are a perfect way to quickly monetize the hack.
  • The redeemer instantly gets an e-gift card number that can be spent immediately, meaning the fraudster can exchange $5,000 worth of points for $5,000 worth of value on an e-gift card. The site will give the fraudster a gift card number on the spot, which can be printed out and used in-store or online.
  • The fraudster will then use a service that converts gift cards into cash, such as cardcash.com or cardhub.com. One can usually get 60% of the face value of typical gift cards on sites like this. There are also physical kiosks in malls that offer the same service.
  • The fraudster can now effectively convert a point or rewards on a hacked account into real cash.

Stealing numbers and cloning cards

Another very common method of gift card fraud is committed is through stealing numbers off physical gift cards. Gift cards work essentially the same as credit cards with a mag stripe—the gift card number is printed on the card for manual key entry and is also encoded on a mag stripe on the back of the card.

The mag stripe number is plain text and can be read with a mag stripe reader purchased for $15 from eBay or an electronics store. Gift cards may or may not have an additional level of security, a PIN number covered with a coating, similar to a lottery ticket, that needs to be scratched off.

Some merchants, such as Starbucks, do not require the customer to enter in a PIN number when using the card. The customer simply swipes the card and they’re good to go. Other merchants do use PIN numbers, which offers an additional layer of protection – the redeemer needs to have the physical card in possession in order to use it.

Gift cards are not usable until they are activated at the cash register. In many stores, gift cards are sitting out in an accessible place. People have been known to steal a stack of cards, bring them home, write down the numbers (or script it out using a mag stripe reader) and then sneak them back into the store and place them on the shelf.

Brazen criminals can write down or take pictures of the numbers down right in the store. From there, it’s a waiting game. Most merchants offer a way to check gift card balances online – the fraudsters will repeatedly check balances on the merchant’s website and wait until they are activated by a legitimate purchase. When they are, transferring balances to another card or converting into cash by using a third-party redeemer drains the balances out.

There are no reported incidents of POS skimmers used to grab gift card numbers, but this attack would work as well.

The addition of a PIN number can delay a fraudster, but not deter them entirely. They can scratch off the coating, revealing the PIN and replace it with a new sticker easily purchased from eBay.

This type of fraud is fairly low-level and does not result in a huge loss to the merchant, but is quite a shock to the customer when the recipient of a gift card tries to redeem it and finds that the balance is zero. Some retailers will reimburse the customer with the face value of the gift card, but this ends up being a reputational hit for the retailer, as well as a headache for the consumer.

Acquiring numbers in bulk

Slightly more difficult, but much more rewarding, is to acquire gift card numbers in bulk from the issuers, merchant, reward redemption program, etc. This can be done through a multitude of methods, including phishing, SQL injection, social engineering and accidental disclosure.

Accidental disclosure is exactly what happened at Woolworth’s, where an employee at the company had a spreadsheet with 8,000 gift card numbers, totaling AUS $1.3 million. The employee accidentally sent the email to more than 1,000 people. Anyone who received the email could immediately go shopping or start to convert the gift card numbers into cash.

Advice for retailers

In-store security is important. Store gift cards behind the counter or locked in a cabinet. It’s not advisable to leave them out in an area that is publicly accessible because of the high probability someone will perpetrate one of the scams described above.

It’s even more important to have good policies and procedures in place for the central handling of gift cards numbers. First, require a PIN for the use of a gift card. Next, on a corporate policy level, never store the gift card PINs with the gift card numbers – keep the two separate. Last, limit online balance look-ups to several per hour, maximum.

Advice for customers

The best advice for customers buying gift cards is to only buy gift cards from reputable merchants. Always look at the physical card and look for signs of tampering, such as a scratched off and/or replaced PIN number. Most importantly – keep your receipt. If you get the card home and find it drained of funds, you may be able to recoup your losses by going to the merchant that sold the card or the store where the gift card is redeemable.

Gift card fraud is pretty unsexy when compared with the latest nation-state threat actors exploiting multiple 0-day vulnerabilities, but it is a significant problem that drains money from retailers and consumers alike. By being aware of how this fraud is committed, we can spot the scams and protect ourselves.

Okay, Target has a gift card return policy like Macy's.  And Target also has the biggest Target-branded gift card selection as well.  And Target has a completely mobile gift card option. So, Target should be #1 on the list as the best of the best retail gift cards, right?

That would be the case if it weren't for some gift card options have rules attached to them that are not so user-friendly.  So an individual Target gift card offer might be the absolute best, but when taken as a whole, not all the rules are "on target."

Most of the "worst" Target gift card rules are associated with their co-branded  Visa®, MasterCard®, or American Express® gift cards.  These have rules about purchase fees, restrictions on their use, no ability to interface with the cards online, a hassle-filled replacement process and more.  (See full details about these "worst" gift card rules below.) 

So, if the goal is to give a gift card that will be redeemed just at Target, it's best to stick with the Target-only gift card offerings and bypass the big bank co-branded offerings

Target Gift Card Options: Options include traditional Target plastic gift cards, e-gift cards, mobile gift cards, Target co-branded Visa®, MasterCard®, or American Express® gift cards, ​and traditional plastic gift cards sold in bulk for corporate programs. Mobile gift cards can be both purchased and received via a mobile device.

Target Store Gift Card Lost or Stolen Cards: With proof of purchase, a lost or stolen Target co-branded Visa®, MasterCard®, or American Express® gift card will be replaced with a new card for the balance that's left on the original card.

Target Gift Card Return Policy: Target gift cards can be returned with the sales receipt if the gift card is completely unused. Target American Express® gift cards can be returned on the day they are purchased with the receipt and the unused card, or later by calling the phone number on the back of the card.

Target co-branded Visa® and MasterCard® gift cards can be returned within 90 days if they are in brand new condition, completely unused and unopened in their original packaging, accompanied by the original purchase receipt.

Target Store Gift Card Expiration Date: None of the Target gift cards have expiration dates. Target co-branded Visa®, MasterCard®, or American Express® do have an expiration date, but it should be able to be extended by making a phone call. 

Target Store Gift Card Fees: There is no fee to purchase any type of Target gift card.  There is a one-time fee to purchase Target co-branded Visa®, MasterCard®, or American Express® gift cards.
