USAA Pet Insurance is reserved for existing USAA members, but if you are eligible to get a pet insurance account, you can enjoy access to multiple discounts and offers. USAA insurance is cost-effective and offers a decent range of policies, with some customization available. Pre-existing Conditions

No pet insurance company offers protection for pre-existing conditions, and this is true of USAA insurance too. What Is the Age Limit for Pets?

USAA appreciates the opportunity to submit comments on the proposed privacy rules issued pursuant to section 504 of the Gramm-Leach-Bliley Act of 1999.

Introduction to USAA

The United Services Automobile Association (USAA) has been serving present and former members of the U.S. military and their families for more than 77 years and has become one of America's leading insurance and financial services companies. The association, well known for its is usaa insurance only for military customer service, offers its 4.5 million customers a variety of insurance, banking and investment products and services designed to help them meet their financial security needs.

The wide range of products and services offered by the USAA family of companies includes: property and casualty, life and health insurance; annuities; no-load mutual funds; discount brokerage; trust services; deposit and savings accounts; mortgages and relocation services; vehicle purchase assistance; and credit cards. General USAA Comments

USAA has comments on specific provisions in the regulations, but would first like to make some general observations. We strongly believe in the protection of customer privacy. Assuring our members that we protect their privacy is essential to maintaining a relationship of trust.

We have learned that to effectively communicate the message, communications must be short and simple. A lengthy and complex disclosure overshadows the message. USAA is very concerned that the Commission's proposed disclosure requirements - if not modified - will severely hinder our customer service efforts. The disclosures proposed by the Commission are too lengthy, too confusing, and appear to limit the ability of affiliated companies to provide a single point of service for administering customers' opt-out inquiries and elections.

In serving our unique customer base, which includes a large and growing percentage of active duty U.S. military personnel around the world, we have found that our members demand streamlined services. USAA conducts very few face-to-face transactions and strives to provide outstanding response time and quality using an array of the most up-to-date technology and communications services. We have deep concerns about the impact of the current draft proposal on USAA's ability to continue this extraordinary level of customer service. It is our hope that the Commission will strive to ensure that integrated financial service providers like USAA can provide a common privacy disclosure notice to its customers that is simple and understandable and then offer a single point of contact to exercise the opt-out rights granted under the Gramm-Leach-Bliley Act.

Detailed USAA Comments

Section 248.3 Definitions

  • The Commission invited comment on the proposed definition of "personally identifiable financial information," noting that the draft rules treat any personally identifiable information as financial if it is obtained by a financial institution "in connection with providing a financial product or service" to a consumer.

    USAA would disagree that the examples given in the Commission's rule represent "financial information." In particular, we oppose including all information on an application or the fact of an individual's customer relationship in the definition of "personally identifiable financial information."

    USAA believes that the Fair Credit Reporting Act (FCRA) provides an excellent framework for defining the term "financial information." The FCRA regulates consumer reports which include information "bearing on a consumer's credit worthiness, credit standing, credit capacity, character, general reputation, personal characteristics, or mode of living which is used or expected to be used or collected in whole or in part for the purpose of serving as a factor in establishing the consumer's eligibility" for certain products. The FCRA also recognizes transaction information. We believe that the combination of transaction information and consumer report information cover the type of financial information that should be protected. One advantage of using definitions from the FCRA is that both financial institutions and the Commission have experience in applying those definitions. Also, most financial institutions currently provide an opt-out under the FCRA, and using the same definitions in these regulations would help avoid customer confusion as to the scope of the two opt-outs.

  • Under the definition of "publicly available information," the Commission proposes to include " information the financial institution reasonably believes is lawfully made available to members of the general public from three broad types of sources."

    USAA strongly supports this approach, since it acknowledges Congressional intent not to provide consumers with expectations for special treatment of information that is otherwise available from public sources. In USAA's case, it would not be uncommon to obtain a customer name and address from a public source, verify it via a non-public source, have it restated by the customer at the time of transaction, and then update this information based on U.S. Postal Service or other public records.

    The Commission invited comment on an "alternative definition" which would treat "information that is publicly available as nonpublic if the institution does not obtain the information from a listed public source." USAA is extremely concerned about the use of the source of information to define whether it shall be deemed "publicly available." This definition would be impossible to manage, since the same piece of data could easily be classified differently and since it would require a source tracking process that would be unreasonably cumbersome.

Section 248.4 Initial notice to consumers of privacy policies and practices required

  • The Commission notes that their proposed rules do not prohibit affiliated institutions "from providing a joint initial, annual, or opt out notice." USAA applauds the Commission's recognition that it is critical for diversified entities like USAA to maintain a uniform communication pipeline with our members, which our experience shows will enable them to make the most informed decision possible.

    USAA urges the Commission to include in this section a clarification that the common initial privacy notice is required only when the first product is purchased from an affiliated company, as long as the notice covers all information relevant to the additional products. USAA members will often sign up for multiple products offered by the various USAA affiliates as soon as they become eligible for membership. USAA does not anticipate that duplicative initial privacy notices provide any value to a new member.

Section 248.6 Information to be included in initial and annual notices of privacy policies and practices

  • The Commission proposes requiring notification to customers of the categories of nonaffiliates and affiliates to which the financial institution discloses nonpublic personal information, as well as the categories of information shared. USAA urges deletion of the requirements pertaining to affiliates, for several reasons.

    First, the Gramm-Leach-Bliley Act statute does not include this information as a required element under Section 503(b). Second, customers already receive this information via the Fair Credit Reporting Act opt-out notice.

    As discussed above, USAA strongly believes that the privacy notices that result from this rule should be as simple and streamlined as possible, in order to best serve the customer. USAA argues that requiring lengthy and duplicative disclosures about affiliate information sharing practices is not in the best interest of our membership. This additional disclosure would simply be confusing to customers because, unlike the other detailed disclosures made under Section 503(b), it is not included in a customer's opt-out election under Gramm-Leach-Bliley.

  • A similar issue applies to information disclosures regarding service providers excepted from the opt-out pursuant to Section 502(b) of the Act. USAA believes that information provided to such service providers should be treated the same as information provided to nonaffiliated third parties pursuant to the exception in Section 502(e). To do otherwise would confuse consumers, since they are not given the opportunity to opt out of such sharing.
  • In general, the amount and detail of information which the Commission is proposing to mandate for inclusion in the initial and annual notices is extraordinary. USAA strongly suggests that the Commission keep the is usaa insurance only for military data to a is usaa insurance only for military, for several reasons.

    First and foremost, USAA has learned that consumers will be more responsive to simple disclosure forms. The bulk of calls that USAA received in the wake of new Fair Credit Reporting Act requirements were for clarification on the meaning of the detailed disclosure documents, not to exercise opt-out rights.

    Second, the lengthier the documents, the less likely it is that affiliated institutions could institute combined or common notice and opt-out forms - thus defeating a stated goal of the Commission in Section __.4 (see above). Finally, the Commission's required disclosures are far more extensive than those required by the Gramm-Leach-Bliley statute, which leaves considerable leeway to reconsider the current proposed approach.

Section 248.7 Limitation on disclosure of nonpublic personal information about consumers to nonaffiliated third parties

  • The Commission asked for comment on how the right to opt out of information sharing with nonaffiliated third parties should apply in the case of joint accounts. Section 248.8 Form and method of providing opt out notice to consumers

  • The Commission proposes the means by which consumers may exercise their opt-out rights. The examples provided in the rule include check-off boxes, reply forms, and electronic forms via websites or e-mail. USAA urges the Commission to include an example like that found in the Federal Trade Commission's proposed rules, Section 313.8(a)(2)(ii)(D), which declares that an institution offers a reasonable means of opt-out if it "designates a toll-free number that the consumer can call to opt out."

    USAA currently has dozens of toll-free numbers for our members to use in updating and accessing their accounts. Section 248.13 Limits on sharing of account number information for marketing purposes

  • The Commission restates the Gramm-Leach-Bliley Act statutory prohibition on the sharing of an "account number" for marketing uses. USAA urges the Commission to clarify that account numbers do not include internal reference numbers that an institution may generate to identify individual customers but that are not sufficient to gain access to funds or commit additional financial obligations.

    USAA, for example, assigns a "member number" to our customers to confirm their eligibility for certain of our products and provide a unique identifier that all affiliated companies and approved third-party vendors can recognize. However, this member number alone is not adequate to allow an individual to debit or credit particular deposit accounts, credit cards, insurance policies, or investment accounts. Use of the member number simply allows USAA to speed up service to our customers and provide fully integrated account servicing to them.

  • The Commission also asked for comment on whether exceptions to this prohibition are necessary to avoid disruption of routine transactions. USAA believes the regulations should clarify that the limitation is intended only to restrict disclosure of account numbers for marketing of nonaffiliated third parties' products or services. The exceptions in Section 502(e) of the statute clearly express the recognition that financial institutions must use third parties to market and process the financial institution's own products and services and that sharing of account numbers for those purposes may be a necessary part of such processes.

Section 248.16 Effective date

  • Title V of the Gramm-Leach-Bliley Act gives the Commission the authority to provide sufficient lead time for financial institutions and their affiliates to prepare to comply with the new and complex requirements regarding disclosure of privacy policies and protection of consumer and customer information. We strongly urge the Commission to exercise this authority by establishing a minimum of eighteen months between the date the regulations become final and the effective date of the Title V, Subtitle A requirements - at least with regard to the initial notice requirements.
  • In our experience implementing the less complicated Fair Credit Reporting Act requirements, the six months currently proposed by the Commission would not be adequate time to fully inventory all information practices, institute new compliance programs, make information systems changes, draft and provide notice and opt-out requests to customers, train employees and establish new customer service functions to respond to resulting customer inquiries and responses.

    From a customer's point of view, the six-month time frame would ensure a flood of new customer notices at the critical is usaa insurance only for military time period when holiday mailings and tax information are also hitting mailboxes. A longer implementation period would allow companies to stagger their mailings, ensuring that customers have the opportunity to contemplate the notices and make appropriate decisions regarding their various accounts.

  • A longer implementation period would also allow for companies to incorporate into any new policies and procedures those actions that may be taken by other federal regulators, state legislators, and state regulators in the area of consumer privacy protection. For example, USAA anticipates having significant compliance responsibilities under the Department of Health and Human Services' draft rules for the protection of personal health information - the definition of which often may overlap with that consumer information protected by the Gramm-Leach-Bliley Act. Also, the Gramm-Leach-Bliley Act gives explicit authority for state legislators and regulators to enact different standards for consumer information protection, and a number of proposals are actively being debated at that level.
  • As noted in our introductory comments, USAA's goal under the new privacy requirements is to ensure that our members receive accurate information that is understandable and allows them to make a fully informed choice about the handling of their personal information. Who Qualifies for USAA?

You can only buy USAA insurance if you are a member of USAA. To become a member of USAA, you must meet the following eligibility requirements:

  • Active, retired, and separated veterans with a discharge type of “Honorable” from the United States military
  • Eligible family members of the above

Which Family Members Are Eligible?

If you have an immediate family member who is an active, retired, or separated veteran with a discharge type of “Honorable” from the United States military, then you may be eligible to join USAA.

Eligible family members include:

  • Spouses, widows, and widowers
  • Un-remarried former spouses of USAA members who joined USAA prior to or during the marriage
  • Individuals whose parents joined USAA
  • Step-children and biological children of USAA members

To qualify for USAA membership through a parent, that parent must have joined USAA while they were living. Once your parent has established USAA membership, your parent can pass USAA membership to children, including step-children and biological children.

However, you cannot establish USAA membership posthumously. If your parent is deceased and was not a USAA member before their death, then you do not qualify for USAA membership through your parent.

Who is Not Eligible for USAA Membership?

If you are not an active duty or retired member of the military, then you may not qualify for USAA membership.

Certain family members qualify for USAA membership, although other family members do not.

The following individuals are not eligible for USAA membership:

  • Siblings are not eligible for USAA membership. You cannot buy USAA car insurance through your sibling even if your sibling is a USAA member.
  • Parents are also not eligible for USAA membership. You cannot buy USAA car insurance through your child even if your child is a USAA member.
  • Children of deceased parents are not eligible for USAA membership if the parent was not a member of USAA before their death. If your deceased father was a veteran but was not a USAA member, for example, then you may not qualify for USAA membership.

What You Need When Applying for USAA Insurance

To verify membership eligibility for insurance, USAA requires all of the following during your application process:

  • Your date of birth, contact information, and Social Security Number
  • Details about you or a family member’s military service
  • A passport or a permanent resident card (for non-US citizens)
