  • If you’re not sure that GRCC has your current mailing address, please take a moment to log into your Online Center to update your address information today. (NOTE: Do not update your address using the General Information menu if you are a GRCC staff employee or a student worker. Student Workers should request this change from the Student Employment Office. GRCC Staff must contact Human Resources.) Who is BankMobile?

BankMobile is a third-party servicer authorized by the Department of Education to disburse federal student aid & other student refunds on behalf of participating colleges and universities. KCCD has partnered with BankMobile to give you more choices on how you can receive your student refunds. In addition to faster ways to receive refunds, BankMobile offers a FREE innovative checking account to students with account features designed to make your Student life easier.

Why am I getting a Refund Selection Kit from BankMobile?

You will use it to select how you want to receive your financial aid & other student refunds from Porterville College. Once you receive the GREEN ENVELOPE in the mail, follow the instructions in the kit which directs you to a link in your InsidePC account where you make your refund choice.

What types of Refunds will I receive from PC?

The most common types of refunds BankMobile disburses are funds leftover from Financial Aid awards, loans, & grants after your tuition has been applied to your account. You may also receive a refund if you overpaid your tuition, withdrew from a class, or other misc. reasons.

What if I do not make a selection?

If you do not activate your account and make a refund selection, there will be a delay to your financial aid & student refunds. All students MUST make a selection. If you do not expect to receive a student refund you still need to select a preference in the case your status would change and you would be receiving a refund in the future.

Can I change my Refund selection?

Yes. Just log into your account at and select “Refund Preferences” from the “Refund” menu option. Click the “Update Preference” button to complete the process.

How will I know when my Refund has been sent?

BankMobile will send you an email to your PC student email account. You can also view the status online at or you can sign up to receive text messages sent directly to your cell phone with convenient Mobile Alerts.

Does BankMobile charge fees?

You are not charged any fees for receiving your refund (disbursement), regardless of your method of disbursement. BankMobile waives the monthly Vibe checking account fee for students while enrolled at Porterville College. Visit BankMobile's website for viewing a fee schedule.

Will I receive a Debit Card from BankMobile?

You will only receive a debit card if your refund deposit choice is the BankMobile Vibe Account. The card will be delivered to your address within 10 business days from making the selection. You will receive a temporary virtual debit card you can use for online purchases until you receive your plastic Debit card.

Where can I use my BankMobile Debit Card?

If you forgot your pin you will need to log on and go to Password/Pin under the profile menu. You will need your card number and will need to provide some personal information and then you will then be able to choose another pin. You may also call BankMobile for help.

Can my BankMobile Vibe card be used as a Credit Card?

No. Your BankMobile Vibe card is only a DEBIT card and cannot be used as a Credit Card (charges) for purchases. Debit cards can be used to make purchases by swiping it as a payment ONLY if there are funds available in your account.

Can I get cash from my Debit card?

Yes. You can withdraw up to $500 a day at any Allpoint ATM (free of charge) from your balance in your BankMobile VIBE checking account.



Student Refund Preference

Refunds are typically issued to students whose financial aid exceeds the charges on bankmobile student loan refund their student accounts, but may be from other campus credits such as dropping a class, etc.  The University has partnered with BankMobile to process all student refunds.  All students should choose a preference even if they do not expect to receive a refund.

What kinds of money might I receive from Penn College?

The most common type of money Penn College refunds to students are funds left over from financial aid awards, loans, or grants after tuition has been paid. Students receiving these funds have usually requested this additional support to help with books and living expenses. Other types of money may include reimbursement for tuition deposits, dropped classes, on-campus housing security deposits, and meal plan refunds.

How do I make a refund selection?

Simply log into the SIS, click on Financial Information then click Select Bankmobile student loan refund Preference.  Click to set up your profile.  On the website, you choose your own e-mail and password to protect your information. How is my money delivered?

Delivery of refund money is a multi-step process. First, Penn College draws funds from the respective loan and/or grant provider and applies it to your student account. Can I select a paper check?

No, all refunds will be disbursed electronically.

Will I be charged a fee for using the First National Bank ATM in the Bush Campus Center?

The FNB ATM will not charge you a fee. However, your bank may charge you a "Foreign ATM Transaction" fee. Please check with your bank for more information.

How will my parents receive their Parent PLUS refunds?

Any refund resulting from Parent Plus loans will be mailed by Penn College directly to your parents bankmobile student loan refund the form of a paper check. Parents do not have Penn College accounts and their refunds cannot be processed through BankMobile Disbursements.

Student Loans

Before borrowing any federal student loans all students are required to complete entrance counseling and master promissory note (loan agreement). This can be done online at Students must enroll in at least six credit hours each semester, meet Standards of Satisfactory Academic Progress, and not have a previously defaulted loan(s).

Two loan disbursements are required for all federal direct loans and a 30-day delay on first disbursements for first-time borrowers.

Federal regulations require that all Direct Loans (subsidized, unsubsidized and PLUS) must be disbursed in two disbursements based on your enrollment period. The first disbursement for first-time, bankmobile student loan refund borrowers of subsidized and unsubsidized loans will be 30 days after the beginning of the first semester enrolled at least half-time. If you have a Federal student loan balance of $0 you are considered to be a first-time borrower.

Note: Students must maintain all eligibility requirements at the time of disbursement to receive FSA funding. It is the student’s responsibility to review all financial aid policies and the Financial Aid Guide.

IMPORTANT CHANGE to the disbursement of all Federal Direct Student Loans: All student loans will be split between two equal disbursements each semester.

This applies to single-semester loans (summer only, fall only, and spring only) as well as loans that are automatically split between fall/spring. The first disbursement can be made according to the disbursement schedule while the second disbursement will be made at the midpoint of the semester. Some students may not receive a refund after the first disbursement if all bankmobile student loan refund have not been paid, whereas other students may receive a partial refund followed by another refund later in the semester. Please keep this in mind when budgeting. If for some unexpected reason a student drops below half-time enrollment (fewer than 6 enrolled credits) at the time that the second disbursement would occur, the second half of any student loans will be canceled.

  • The first disbursement will be at the beginning of the semester.
  • The second disbursement will be at the midpoint of the semester.
  • The first disbursement for first-time borrowers will be 30 days after the student’s earliest course start date if enrolled at least half-time.
