Q: When will I receive my debit card?
If you are eligible for unemployment benefits, you should receive your debit card by mail within 7-10 business days of applying or after you request to be switched to the card. The card is issued directly from KeyBank to the address on record at the time of the request. With your card, you will receive a welcome packet that includes instructions on how to use the card. If your card does not arrive after 10 days, contact the Key2Benefits Customer Support line at 866-295-2955.

Q: How do I activate my card?
Your welcome packet from KeyBank will contain the debit card, instructions and a phone number to call to activate the card.

Q: How do I set up a PIN for my card?
You will be prompted to set your PIN when you call to activate your card. You can change your PIN by calling the Key2Benefits Customer Support line at 866-295-2955 or you can do it on the Key2Benefits.com website.

Q: What will the envelope look like that will contain my debit card? What should I do if I do not receive my debit card?
For security, your card will come in a white, envelope with both an Employment Security Department and KeyBank Card Member Services/Sioux Falls SD return address.

It could take 7-10 business days from the time you requested the card to the time you receive it in the mail. If you have not received your card within 7-10 days after applying for unemployment benefits, you should do the following:

It may take up to 3 business days for this information to update with KeyBank. You can then contact the Key2Benefits Customer Support line at 866-295-2955 to request a new card be mailed to you. Q: Will the post office forward my debit card if I move and leave a forwarding address?
No. The card will be returned to the KeyBank Debit Card center.  You must first contact the ESD claims center at 800-318-6022 or go online to your eServices account to update your address.  You also need to contact the Key2Benefits Customer Support line at 866-295-2955 and give them your updated address. Please keep in mind due to mailing time it can take up to 7-10 days to receive a new debit card.

Q: What should I do if my name is spelled wrong on my debit card?
Call the ESD claims center at 800-318-6022 to update the spelling of your name. You can continue to use your current debit card until you get the new one with the corrected name in the mail.  When you get your new card and activate it, the old card will then automatically be disabled.

Q: How long does my debit card remain valid? How long should I keep my card?
Your KeyBank prepaid debit card remains valid for three years (36 months). You should plan to keep your card until the expiration date of the card has passed – don’t throw it away!

Q: What if I file another unemployment claim in a year or two – will I still use the same debit card or will I get a new debit card each time I file a claim?You will not receive a new card each time you file unless the card has expired.  Your debit card is valid for three years (36 months), so you should keep your card in case you open another unemployment claim within that three year window.

Q: Why was there no money loaded on my debit card when I received it?  What should I do?
As soon as you filed your claim, your information was sent to KeyBank and they automatically generated and mailed as debit card to you.  If in the interim, ESD identified an issue with your claim money will not be loaded onto the card until issue is resolved.

  • Do not to throw the card away – as soon your issue is resolved, money will be loaded onto the card.
  • Call the ESD Claims Center at 800-318-6022 (Monday – Friday from 8 a.m. – 4 p.m. except holidays) for assistance in getting your claims issue resolved.

Q.  Where can I use the card to make purchases?
You can use the debit card to make purchases anywhere MasterCard debit cards are accepted. You can also use your card for online, phone and mail order purchases.

Q.  Do I select credit or debit on the merchant’s terminal when making a purchase?
Select “credit” to make a purchase. Select “debit” if you want to get cash back with your purchase - available at participating retailers. (You will have to enter your 4-digit PIN.)

Q: Can I use my card at a gas pump?
Yes. However, if you use your card to pay at the pump, a maximum hold may be placed on your account to initiate your transaction. This amount will be held until the actual transaction amount clears. If you don’t want funds held while waiting for the transaction to clear, pay the cashier for your gasoline purchase. Payments made directly to the cashier clear immediately for the actual transaction amount. Restaurants, hotels and car rental companies may place similar maximum holds on transactions. Refer to your card’s Terms and Conditions for additional information.

Yes. You can transfer some or all of your balance to a personal checking or savings account through the Key2Benefits.com website.  Once your transfer is made, it can take up to 2 business days for the funds to actually be credited to your checking or savings account, and the transfer cannot be canceled once entered.

Q: Can I transfer money onto the debit card from cash or another bank account?
No, the card is a single-source funded card and can only be funded by Washington Employment Security Department.

No, there is no fee for a standard card replacement which is sent first class via the U.S. postal service.  (Expedited 2-day delivery (FedEx, UPS) carries a $12.00 cost.)

Q: Is the card “frozen” if I misplace or lose my card?
You can temporarily suspend your card to prevent spending while you look for the card by calling the Key2Benefits Customer Support line at 866-295-2955.  If a replacement card is ultimately required, the old card cannot be reactivated once it has been replaced.

Q: Can I go into a KeyBank branch and get a temporary debit card?

The KeyBank privacy policy is provided in the packet you get when you first receive your debit card. 

Q.  Can collection agencies garnish wages from my KeyBank debit card?
The KeyBank debit card is not a bank account. The state of Washington garnishes your benefit payment for required child support and IRS payments owed before we release your payment—whether by check, debit card or direct deposit. Other entities may not garnish your debit card once the payment is loaded.

What is a Key2Benefits card and why did I receive one?

A Key2Benefits prepaid card is a prepaid debit card issued to you by KeyBank at the direction of your state agency. You will receive a card if you have enrolled in one of the following programs:

  • Unemployment Insurance
  • Child Support Payments
  • Workers’ Compensation
  • Housing Authorities
  • Temporary Assistance to Needy Families
  • State Supplement Assistance
  • Crisis Intervention

Has my card been issued yet?

To check the status of your card, visit our Key2Benefits Card Status page online. You can also find this link on Key2Benefits.com.

Please note: You will receive your card in the mail 2-3 weeks after you are enrolled by your applicable state agency. The card will arrive in a plain white envelope, and you can start using your card after you’ve activated it. Follow the instructions on the card to activate it.

I think you have the wrong address on file, how can I update my address?

We receive your mailing address directly from the state agency that processed your claim. Some state agencies will require you to update your contact information directly with them, and you may not be able to update this information directly with Key. Please refer to your state agency website or contact center to determine if address changes must be processed through the state agency.

If you determine you need to change your address directly with KeyBank, please call 866-295-2955 (State of Indiana, call 833-459-3452) to speak with a representative.

How will I know when funds are loaded to my Key2Benefits card?

The Key2Benefits card allows you to enroll in optional text or email alerts that will be sent when certain activities or actions happen on your account. You can request an alert for things such as the addition of funds, low balance, zero or negative balance, and change of address online at Key2Benefits.com.

You will need to activate your card by calling the number on the back of the card before accessing the Key2Benefits.com website for the first time.

Will 2021 stimulus payments be deposited to my Key2Benefits unemployment insurance benefits card?

No.

Your Key2Benefits card can only be funded by your state unemployment agency. If you have questions regarding your unemployment insurance payments or your card’s funding process, please contact your state agency.

Regarding the stimulus payments: The IRS started sending Economic Impact Payments, or stimulus payments, to qualifying individuals and couples via direct deposit and by check (prepaid cards began to be sent on Jan. 4). How do I activate my card?

For your security, the only way to activate your card is by calling the number on the back and following the prompts.

To activate your card, you will need to provide your:

  • Card number
  • Last 4 digits of your Social Security number
  • CVV, the 3-digit number on the back of your card.

To activate your card, please do the following:

  1. Call the number on the back of your card, you will hear a welcome greeting.
  2. Press 1, “I have a card”
  3. Press 1, “To activate your card”
  4. Key in or speak your card number and this will activate your card
  5. You will be prompted to self-select a personal identification number, or PIN for card use at ATMs and merchant point-of-sale (POS) locations to receive cash back with purchase.
Where is my card account number?

Your account number is the number printed on the card. Please use that number when asked for your card number while logging on to our website or calling the number on the back of your card.

How do I log in to Key2Benefits.com?

Your card must be activated and a PIN set to enroll into Key2Benefits.com. If you have not activated your card, call the number on the back of your card and follow the prompts to do so.

My card is activated and I set my PIN. How do I enroll to use Key2Benefits.com?

  1. Go to Key2Benefits.com.
  2. Enter in the first nine digits of the card number.
  3. Click “Submit”.
  4. Click on “New User? Enroll Now!” at the bottom of the screen.
  5. Enter your:
    • 16-digit card number
    • PIN
    • Card Security Code (this is found on the back of your card, on the right-hand side of the signature field. It is three numbers.)

  6. Once you successfully enter this information, you will be prompted to set up a User ID and Password for future access to your card information.

  2. Enter in the first nine digits of the card number.
  3. Click “Submit”.
  4. Enter User ID and Password that were set up when you created your account. (If necessary, use the “Forgot Your User ID” and/or “Forgot Your Password” options.)

How do I reset my PIN?

You may reset your PIN using Key2Benefits.com, or by calling our automated response system and following the prompts.

To reset your PIN on Key2Benefits.com:

  1. Log in to your Key2Benefits Account.
  2. Select “Change PIN” in the left-hand menu.
  3. The Change PIN screen will appear.
  4. Type in your old PIN once (1) and your new PIN twice (2) for confirmation.
  5. Click the “Submit” button.

To reset your PIN using the automated phone service:

  1. Dial the number on the back of your card.
  2. Press 1 – I have an existing card.
  3. Press 1 – Activate, obtain balance, review transactions, or other cardholder information.
  4. Enter card number, last 4 of SSN, and CVV

How do I set text account notifications for my Key2Benefits card?
  1. Log in to your Key2Benefits account.
  2. Select “Alerts” in the left-hand menu.
  3. The Alerts screen will appear.
  4. Click on “Add/Update” in the bottom right-hand corner of the screen.
  5. Click “Add” to the right of the alert you wish to set.

Alerts available are address change, card status change, funds added, zero/negative balance, weekly balance, signature transactions, low balance, declined transactions, funds removed, balance inquiry.

How to set up bill pay:

  9. A confirmation page will appear.

  5. Type in the amount you wish to pay at the regular interval.
  6. Choose the frequency of your payment (e.g., monthly, twice a month, etc.).

Your state agency will provide KeyBank with your funds. Once we receive those funds, they are deposited to your prepaid card account based upon the date determined by the state.

Check the balance on your card by logging on to Key2Benefits.com or by calling the number on the back of your card, and following the automated prompts to check your balance. If the funds on your card are below the amount you are trying to spend, your card will be declined.

If you need to make a purchase for more than the amount you have on your Key2Benefits card, you will need to use a second form of payment. Tell the cashier how much you want taken from the balance on your card — the cashier cannot determine your available balance. Then, pay the remaining balance with another method. Split transactions are only available at participating retailers.

My Key2Benefits card is not working. What should I do?

Have you activated your card? It must be activated, and a PIN must be set for the card to work.

If you have activated your card, there are several reasons why a card could become restricted. In each of these scenarios, our Branch employees do not have visibility in to the cause  of the restriction, but we are happy to help you when you call the number on the back of your card.

Some common card restriction issues are:

  • A transaction that has been flagged as potential fraud
  • A card has exceeded the total maximum number of PIN entry attempts (3) and is now blocked from PIN transactions (ATM withdrawals, PIN authorizations at a merchant terminal)
  • A card has exceeded the maximum number of consecutive declines for non-PIN / signature transactions (3), and has been restricted from non-PIN / signature transactions
  • A card has been restricted because it was reported lost or stolen. A replacement card is reordered when the cardholder calls the number on the back of the card to report the card lost or stolen at the cardholder’s request.

How can I get direct deposit, instead of a card, for my payments?

Contact your state agency for further details on how to change your government payment method. Many state agencies provide the option for you to select “direct deposit” to your existing checking or savings account at your bank or credit union.

Can I load money to my Key2Benefits card?

No; only the state agency that enrolled you into the card program can add funds to your card. You cannot load other funds to your Key2Benefits card.

Are there daily withdrawal limits on my Key2Benefits card?

Yes, your Key2Benefits card has a daily maximum withdrawal limit.

Daily limits for cash withdrawals

  • ATM withdrawals - $1,500 (some ATM operators may have lower limits)
  • PIN point-of-sale cash back - $2,500 (some merchants may have lower limits)
  • Bank teller withdrawal - $5,000
  • Transfer of funds to another account - $500
Can I use my Key2Benefits card at the gas pump?

Yes. However, if you use your Key2Benefits card to pay at the pump, a maximum hold may be placed on your account to initiate your transaction. This amount will be held until the actual transaction amount clears. If you do not want funds held while waiting for the transaction to clear, please pay the cashier inside for your gasoline purchase. Payments made inside clear for the actual transaction amount immediately. Similar maximum holds may be placed on transactions at restaurants and car rentals. Refer to the Terms and Conditions for additional information.

Can the Key2Benefits card be overdrawn?

In most cases, a purchase that exceeds the available balance on your Key2Benefits card will not be approved. In very limited circumstances, if you do not have sufficient funds when the final amount clears, it may result in a negative balance; however, you will not be charged an overdraft fee.

Will I earn interest on the funds on my Key2Benefits card?

No. The funds on your card do not earn interest.

Daily ATM withdrawal limits: Here’s how much money you can get out

Even people that pride themselves on being cashless might need to withdraw money once in a while. That’s why it’s important to know your bank’s daily ATM withdrawal limits before an emergency hits and you’re scrambling for money.

How are the limits set?

Generally, a bank will set the same default daily ATM limits for their customers, but the amount can vary from bank-to-bank. These limits are typically on a per calendar day basis.

At Bank of Luxemburg, a Wisconsin-based bank, the default limit for customers to make cash withdrawals at ATMs is $300. But there are opportunities to request an increase. DeAnna Tittel, senior vice president of retail at Bank of Luxemburg, says a customer who works as a truck driver might need a higher limit because they’re on the road a lot. Or a family going on a vacation might want a temporary increase on ATM cash withdrawal limits.

“We give that power right down to each branch manager,” Tittel says. “Even their relationship bankers —they do know their customers in our small communities.”

Talk with your bank to see if it’s willing to accommodate your cash withdrawal needs.

It’s important to know that some ATMs might have their own limits on cash withdrawals. So even a $1,000 daily ATM withdrawal limit on your debit card could be limited on an ATM that only allows a maximum of $300 worth of withdrawals, says Rose Oswald Poels, president and CEO for the Wisconsin Bankers Association.

Though not time efficient, you should be able to go to more than one ATM for a cash withdrawal in this situation.

Examples of ATM withdrawal limits at well-known banks

  • Capital One: ATM withdrawals made using a 360 Checking Card have a daily limit of $1,000.
  • Chase Bank: Has a $3,000 Chase in-branch ATM limit each day and a lower, $1,000 ATM limit, at other Chase ATMs. Chase customers have a $500 daily ATM withdrawal limit at non-Chase ATMs. But accounts opened in Connecticut, New Jersey and New York have a $1,000 ATM withdrawal limit at non-Chase ATMs.
  • Discover Bank: Has a daily withdrawal limit of the lesser of your available balance or $510.

Why are there ATM limits?

The main reason banks have ATM limits is to protect your money and the bank. These account limits protect both parties in case someone has both your debit card or ATM card and the PIN.

Oswald Poels says there are two primary reasons why withdrawal limits are set. One is because ATMs only have a limited amount of cash in them and the other is related to security and fraud-related concerns.

“Should your card and PIN fall into the wrong hands, we certainly don’t want someone to be able to take out a lot of money from your account,” Oswald Poels says.

Alternatives to the ATM if you’ve hit the limit

Default daily ATM limits might not cut it for some emergencies. Going to a store, such as a grocery store or pharmacy, to get cash back with a purchase could be an option.

This money will likely count toward your bank’s point-of-sale daily limit. This purchasing limit is likely to be higher than your default ATM limit. But the store you’re shopping at will likely limit the amount of cash you can take out at the register.

What to do before you need cash in an emergency

Find out your bank’s ATM daily limit now in order to be better prepared for an emergency situation. It’s also a good idea to use your debit or ATM card every few months to make sure that it stays active.

Knowing both your card’s ATM withdrawal limits and the amount you’re able to withdraw from a certain machine can make a sudden need for cash easier to handle.

While all of the 22 banks we examined offer free use of their own ATMs, all of them charge customers for transactions at other companies' machines, which are considered non-network ATMs. Most banks will waive the non-network ATM fee for customers who keep large balances in higher-tier checking or savings accounts. Bank of America is one of the few banks that don’t offer this ATM fee waiver on any account, but the bank stressed that it may offer a refund on a case-by-case basis depending on your account history.

To its credit, Bank of America is a part of the Global ATM Alliance, which directs its customers to use specific ATMs when travelling abroad. How to Avoid High ATM Fees

If you're paying too much in ATM fees, you have several immediate ways of reducing your costs. These methods each involve planning ahead and thinking about your ATM habits.

PNC Bank: Virtual Wallet with Performance Select waives all PNC fees and reimburses an unlimited amount of the fees charged by other banks. Even people that pride themselves on being cashless might need to withdraw money once in a while. That’s why it’s important to know your bank’s daily ATM withdrawal limits before an emergency hits and you’re scrambling for money.

How are the limits set?

Generally, a bank will set the same default daily ATM limits for their customers, but the amount can vary from bank-to-bank. These limits are typically on a per calendar day basis.

At Bank of Luxemburg, a Wisconsin-based bank, the default limit for customers to make cash withdrawals at ATMs is $300. But there are opportunities to request an increase. DeAnna Tittel, senior vice president of retail at Bank of Luxemburg, says a customer who works as a truck driver might need a higher limit because they’re on the road a lot. Or a family going on a vacation might want a temporary increase on ATM cash withdrawal limits.

“We give that power right down to each branch manager,” Tittel says. “Even their relationship bankers —they do know their customers in our small communities.”

Alternatives to the ATM if you’ve hit the limit

Default daily ATM limits might not cut it for some emergencies. Going to a store, such as a grocery store or pharmacy, to get cash back with a purchase could be an option.

This money will likely count toward your bank’s point-of-sale daily limit. This purchasing limit is likely to be higher than your default ATM limit. But the store you’re shopping at will likely limit the amount of cash you can take out at the register.
