9-1-1 Addressing Update in Carter, Ripley and Wayne Counties

Carter, Ripley and Wayne Counties, together with the Ozark Foothills Regional Planning Commission and the Delta Regional Authority, are close to completing an Enhanced 9-1-1/Rural Addressing project necessary to bring 9-1-1 emergency calling service to the residents and businesses in the three rural counties.

Before a 911 system can be implemented, all residences and businesses must be assigned physical addresses. A physical address consists of a structure rural route number lookup and a road name or number, such as 101 N Main St, or 1234 County Road 202. The post office currently delivers rural route number lookup in the rural areas to rural route addresses. Rural Route addresses locate mail boxes, not individual homes or businesses, and cannot be used by 911.  Through the current effort, Rural Route addresses (such as RT 3 BOX 201 or HC 75 BOX 4341) are being converted to physical addresses for mail delivery.

In the fall of 2017, Spatial Data Research, Inc. (SDR) was contracted for the mapping and addressing phase of the project.  Carter, Ripley and Wayne came together and launched the project soon after.  Field data collection started in October 2017 and has since rural route number lookup completed as scheduled.  Through the process, SDR drove every road in all three counties—beginning with Wayne County—and used Global Positioning System (GPS) to map the location of roads, addressable structures and landmarks such as water towers, cemeteries and fire hydrants.

House numbers were determined and assigned by the structure’s distance from the beginning of the road to the driveway entrance, with even numbered homes on one side of the road and odd on the other. For example, a house found one mile from the beginning of County Road 101 was assigned an address of 1000 County Road 101. The existing county road numbers were used and some private lanes were assigned new numbers.

Residents who use post office boxes for mail delivery will continue to use their post office boxes for mail delivery. However, these residents will receive a physical address for their structure for 9-1-1 emergency calling and response purposes. This address can be used for other deliveries as well such as UPS and FedEX.

As the addressing was completed in each county, the new addresses were forwarded to the United States Postal Service by delivery route for validation and entry into the postal system.  Once each postal route was approved by the USPS, residents received a letter from their county with their new address.  The notification letter and attached Frequently Asked Questions explains how the addresses were assigned, when residents can begin using their rural route number lookup address, and how to label each residence and mailbox.  Notification began in Wayne County and is continuing today in Carter and Ripley Counties. If a resident or business owner has not received a letter from their county informing them of their new 911 address by the end of the summer, they should contact the Ozark Foothills Regional Planning Commission at (573) 785-6402.

The USPS will accept both the old rural address and the new 9-1-1 address for mail delivery for one year from the date of the change of address.  After one year, ALL residents and businesses must use the new 9-1-1 address for mail.

The new E-911 system will, however, be able to locate not only landline callers, but also cellular callers using the embedded GPS coordinates of their phone.  The current 911 addressing project is one of the largest and most costly components of creating an Enhanced 911 system.  The Delta Regional Authority funded the project in full, with facilitation and coordination provided by the Ozark Foothills Regional Planning Commission.  “The timing was right when we applied for the grant funding in 2016,” stated Ray.  “Our region was very fortunate to receive funding for the addressing component.  Our counties certainly could not have funded this part of the initiative on their own.”

The Ozark Foothills Regional Planning Commission will maintain the newly created address database and assign all new addresses moving forward.  New residents and business owners with Carter, Ripley, and Wayne Counties are encouraged to call (573) 785-6402 or email [email protected] to obtain their 911 address.  They may also complete a New Address Request form online at www.ofrpc.org.  Requestors should follow the completion and submission instructions on the form. 

The Delta Regional Authority headquartered in Clarksdale, Mississippi funded the effort.  “It is difficult to imagine that we still have portions of the United States not covered by 9-1-1 service,” said Ray.  “Of the 114 counties in Missouri, Carter, Ripley, and Wayne Counties are three of only a handful in the entire country without the life-saving service.”  The Delta Regional Authority was established by Congress in 2000 to improve the quality of life in the Mississippi River Delta.  For more information about the Authority, its initiatives, and funding programs, visit dra.gov.

The Transportation Data and Analytics (TDA) Office oversees and supports the FDOT Districts' collection and entry of highway data on the State Highway System and on non-State roads functionally classified as Rural Major Collector and above. These data include administrative items (road number & name, functional classification, federal system, urban location, etc.), geographic items (intersecting roads & interchanges, width, number of lanes, type of shoulder, etc.), and operational items (traffic data, speed limits, etc.). In addition to maintaining the highway data in the Roadway Characteristics Inventory, TDA provides procedures, handbooks, training, and quality control for the data collection and entry process. Highway route selection using GIS and analytical hierarchy process case study Ramadi Heet rural highway

An appropriate road network imposes on planners take into account factors such as land use, slope, soil type, hydrology, and agricultural area. In this study, two alternate paths were proposed and compared with the current path to find the best path. Finally, the results indicated that the first alternative is 36% better. LACSLink and Rural Routes Converted to 9-1-1 Addresses

The Post Office loves acronyms. That's why SmartyStreets has products with CASS, LACSLink, and DPV in their names. Other products and services that you might hear connected with the USPS are NCOA, PAVE, and MASS. Even 'ZIP' in ZIP Code is an acronym for "Zoning Improvement Plan." It can seem like the post office has its own language sometimes.

Some of these acronyms are more interesting and confusing than others. One of the questions we get a lot is, "What is LACSLink?" 'LACS' is an acronym for "Locatable Address Conversion System." A "Locatable Address" has reference to a 9-1-1 system. It means that addresses are named and numbered in such a way that shortens response times to emergencies.

In many areas of the country, rural route addresses have been used to deliver mail in the past. As these areas adopt 9-1-1 systems, the rural route addresses are replaced by locatable addresses. For a few years, the Post Office will continue to deliver mail to the rural route, but eventually it will be returned as "Undeliverable As Addressed" to the mailer. That's where LACSLink comes into play.

Equipment Maintenance Allowance Schedule for Rural Routes

 

On December 10, 2020, the Bureau of Labor Statistics released the November 2020 Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W) which established the Private Transportation Index at 199.76, a decrease from the August 2020 Index of 200.83.

Therefore, based on the November 2020 CPI-W release, the Equipment Maintenance Allowance for rural carriers will decrease 0.5¢ to 70.0¢ per mile.

 

Rural Carriers

In accordance with the provisions of Article 9, Section 2.J.3 of the USPS/NRLCA National Agreement, effective January 2, 2021 (Pay Period 02-2021), the Equipment Maintenance Allowance (EMA) will decrease to 70.0¢ per mile, or a minimum of $28.00 per day, whichever is greater.

 

Auxiliary Rural Carriers, Rural Carrier Reliefs, Rural Carrier Associates, Rural Carrier Part Time Flexibles, and Auxiliary Assistance

Employees providing auxiliary assistance or serving auxiliary routes under the provisions of Article 9, Section 2.J.5, will receive EMA of 70.0¢ per mile or $7.60 per hour, whichever is greater. This EMA should not exceed the amount provided in the special EMA chart for route stops and miles.

 

This was the fifth opportunity for an EMA adjustment under the terms of the 2018-2021 USPS/NRLCA National Agreement. The next quarterly adjustment will occur after the release of the January 2021 Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W) and will be effective the second full pay period after release of that index.

The Transportation Data and Analytics (TDA) Office oversees and supports the FDOT Districts' collection and entry of highway data on the State Highway System and on non-State roads functionally classified as Rural Major Collector and above. These data include administrative items (road number & name, functional classification, federal system, urban location, etc.), geographic items (intersecting roads & interchanges, width, number of lanes, type of shoulder, etc.), and operational items (traffic data, speed limits, etc.). In addition to maintaining the highway data in the Roadway Characteristics Inventory, TDA provides procedures, handbooks, training, and quality control for the data collection and entry process. The highway data are available to Department personnel directly from the mainframe computer, and are also distributed in a variety of reports - both routine and ad hoc, as requested. Less traditional means include maps, videologs, and CD-ROMs. One of the Department's major data customers is the Federal Highway Administration, to which we supply an annual report based on Florida's part of the Highway Performance Monitoring System.

About US ZIP Codes

US ZIP codes are a type of postal code used within the United States to help the United States Postal Service (USPS) route mail more efficiently. ZIP codes near me are shown on the map above. Some still refer to ZIP codes as US postal codes. The term ZIP stands for Zone Improvement Plan. The basic 5-digit format was first introduced in 1963 and later extended to add an additional 4 digits after a dash to form a ZIP+4 code. The additional 4 digits help USPS more precisely group mail for delivery. Though ZIP codes were originally developed for USPS, many other shipping companies such as United Parcel Service (UPS), Federal Express (FedEx), DHL, and others make use of ZIP codes for sorting packages and calculating the time and cost of shipping a package (the shipping rate).

Types of Zip Codes

  1. Unique/single high volume address (ex. 20505 for the CIA in Washington, DC)
  2. PO Box only (ex. 22313 for the PO Boxes of Alexandria, VA)
  3. Military
  4. Standard (all other ZIP codes)

Assignment of ZIP codes and Mail Sorting

The first digit of a USA ZIP code generally represents a group of U.S. states. The map of the first digit of zip codes above shows they are assigned in order from the north east to the west coast. The first 3 digits of a ZIP code determine the central mail processing facility, also called sectional center facility or "sec center", that is used to process and sort mail. All mail with the same first 3 digits is first delivered to the same sec center where it is sorted according to the last 2 digits and distributed to local post offices. The sec centers are not open to the public and usually do most sorting overnight. As you can see from the map of the first 3 digits of zip codes, the digits after the first are also generally assigned from east to west. In the map, 0 is closer to white and 9 is much more vivid. It's easy to follow the gradient across each of the zones even though there are a few exceptions (such as the southwest tip of Georgia which uses 39XXX like central Mississippi).

The ZIP+4 code is not required, but it aids the post office in additional sorting of mail. A ZIP+4 code may correspond to a city block, group of apartments, or an individual high-volume receiver. It is also common for each PO Box number to correspond to a unique ZIP+4 code. Sometimes, several PO Box numbers are grouped into the same ZIP+4 code by using the last several digits of the PO Box number. This method isn't a universal rule though so the ZIP+4 must still be looked up for each PO Box.

Places in the US so Remote, They Don't Have a ZIP

As you can see from the map, not everywhere in the US is assigned a ZIP code. Remote and especially rural areas of the country do not have enough deliverable addresses to create a mail route. Without mail delivery, a ZIP is not needed. If you are looking to get off the grid, these areas are some of the most remote places within the country.

USA ZIP Code Boundaries

Despite the fact that ZIP codes seem to be geographic in nature, that wasn't their intended purpose. They are intended to group mail to allow the USPS to deliver mail more efficiently. Some ZIP codes will span multiple states in order to make mail routing and delivery more efficient. In most cases, addresses in close proximity to each other are grouped in the same ZIP code which gives the appearance that ZIP codes are defined by a clear geographic boundary. However, some ZIP codes have nothing to do with geogaphic areas. For instance, a single ZIP code is used for all US Navy mail. When ZIP codes appear to be geographically grouped, a clear shape cannot always be drawn around the ZIP code because ZIP codes are only assigned to a point of delivery and not the spaces between delivery points. In areas without a regular postal route or no mail delivery, ZIP codes may not be defined or have unclear boundaries.

US ZIP Code Map

No official ZIP code map according to actual USPS data exists. The main issue is discussed above: there simply isn't always a clear geographic boundary for a ZIP code. The Census Bureau and many other commercial services will try to interpolate the data to create polygons (shapes using straight lines) to represent the approximate area covered by a ZIP code, but none of these maps are official or entirely accurate.

On this site, all ZIP code maps use the ZIP Code Tabulation Areas (ZCTAs) as specified by the United States Census Bureau in 2010 (or newer) and discussed below. They provide a very close approximation of the area covered by a ZIP code. You can easily notice some of the boundary issues when viewing our maps. Very rural areas aren't labeled as belonging to a ZIP code (such as much of Nevada and Utah) where there are few, if any, addresses to deliver mail. If the address is on the same street as a ZIP code boundary on the map, be sure to search for the full street address to determine the ZIP code instead of relying on the map.

ZIP Code Tabulation Areas (ZCTAs)

ZIP code tabulation areas were developed by the United States Census Bureau. Their purpose is to convey statistical data about regions that are familiar to most citizens. However, ZCTAs are not exactly the same as ZIP codes. As discussed above, it is difficult to precisely define a geographic area covered by a ZIP code. ZCTAs were developed to account for some of the difficulties in assigning an area to a ZIP code and to precisely define a geographic area. Also, ZCTAs are not updated as frequently as ZIP codes. In general, they are updated once every 10 years for the Census.

The Census assigns an area to a ZCTA according to census blocks (the smallest geographic unit used by the census). Imagine a city block that makes up a typical census block as pictured to the right. It is bounded on all 4 sides by portions of city streets that each have their own name and addresses. The issue is that census blocks almost always split down the middle of the street. ZIP codes rarely do because that would require two postal workers delivering mail to that street - one for each side of the street. In the example, one mail carrier may deliver to 3 sides of the block via one ZIP code while another mail carrier delivers mail on the other street in a different ZIP code. When this happens, the Census Bureau will assign the entire block to a single ZCTA (in this case, 21044) because the census block is the area that is precisely measured. If you are getting very precise (usually a matter of meters, not miles), census block boundaries near the edge of a ZIP code almost always split ZIP codes.

Matching ZIP Codes with States, Counties, and Cities

Remember that ZIP codes were made to make mail delivery easier. They weren't made to correspond to existing boundaries such as cities, counties, or even states. If it is more efficient for a mail carrier to drive across a state line to deliver mail, the ZIP code "boundary" will cross the state lines. ZIP codes don't usually cross state lines, but some do (65733, 71749, and 73949 are good examples). It gets even more complicated when trying to assign a ZIP code to a specific county (as much as 25% cross county lines), congressional district, metro area, time zone, area code, etc. The edges of the boundaries commonly overlap. For the purposes of our free zip code database by county downloads, we will commonly list either the most common region for the ZIP code or list multiple regions if several exist in the ZIP code.

For cities, the assignment is somewhat more complicated. USPS does not always use the city in which the ZIP code is located. The assignment of cities to ZIP codes is more general. The city is usually the name of the main post office. For instance, almost all ZIP codes in St. Louis County in Missouri have a city of Saint Louis when they may be more accurately described as the name of a smaller city where they are located.
