This product from U.S. Bank is designed to help people receive government benefits, such as unemployment compensation and/or child support payments. It is a debit card that is issued by state agencies in place of paper checks.

How to Start Using Your ReliaCard: Important Tips

  • Make sure your info is up-to-date. Make sure that the Card Services department (which can be reached 24/7 at the number on the back of your card) has your updated address and phone number. This will ensure that you can get card replacements quickly and easily. It will also ensure that your identity verification goes smoothly whenever you need to speak to a call center agent.
  • Know your provider's terms and conditions. Knowing your card provider's terms and conditions will help you understand how transactions are handled. Of course, due to the fine-print nature of the documentation, it can be easy to overlook the important items. Reading every disclosed piece of information will make you aware of U.S. Bank's policies and help you avoid headaches and the inconvenience of having to resolve problems.

Using Your ReliaCard for Gas

According to the current ReliaCard FAQ, gas stations may place a hold on your card that's greater than the amount of your purchase when you pay outside at the pump. For example, your ReliaCard may be pre-authorized for a $74.00 hold when swiped at the pump, even if you only bought $10.00 worth of gas.

The automated fuel dispenser is an unmanned terminal that doesn't "know" how much fuel you intend to purchase. Therefore, the second the card is swiped, the $74.00 hold is instantly initiated. (If you have less than $74.00 in your account balance, then the card will be pre-authorized for the remaining amount on your card.) Once the gas station comes and collects the funds for the actual gas purchase per your receipt, the unspent part of the hold will be available again in your card balance.

Example: If you pump $10.00 worth of gas, that $10.00 will be matched against the $74.00 hold (or another amount if there's less than $74.00 in your card balance). This results in $64.00 being returned to your available balance after the transaction is complete.

How to Avoid the Hold: Don't Pay at the Pump!

Don't pay outside at the pump—pay inside with the cashier instead. If you go inside the gas station and pre-pay for your fuel, no other amounts will be held on the card. You will only see the exact transaction amount. Per the card's FAQ, some ReliaCard programs don't even offer the pay-at-the-pump option, so you may need to always pay inside anyways.

Frequently Asked Questions About ReliaCards

Can I Leave a Tip?

If you go to a restaurant or a bar, your card will be pre-authorized for about 15 to 30 percent (the official FAQ suggests 20 percent) over your actual bill to accommodate a gratuity amount if you wish. If you don't leave a tip on the card, it will still be over-authorized for that percentage and then settle for the actual amount on your receipt once the establishment submits the invoice for payment.

Can I Go Over the Prepaid Card Limit?

Although these cards are prepaid, some merchants can force transactions to go through and be honored by U.S. Bank. Therefore, knowing exactly what your balance is before you make a purchase will prevent an over-authorization on your card account and help you avoid expensive overdraft fees. If you have opted in for the Overdraft feature that allows the card account to go into the negative, keep in mind that overdraft fees will be assessed for EACH transaction that makes your account negative each time—even if it's only over by one cent.

How Do Overdraft Fees Work?

Overdraft fees can occur in about 24 to 48 hours after the transaction that caused the card account to go negative has posted.

As a cardholder, you are entitled to have one fee reversed once per calendar year, regardless of the amount. It's your right, and you're entitled to ask for this courtesy when talking to Customer Service.

How Can I Cancel a ReliaCard Transaction?

If you make a purchase that you no longer want, by law, you the customer can't cancel it. Unfortunately, the merchant has to provide the Card Services Customer Service agent with an approval code, which is a 6-digit number that starts with a zero, while the charges are in pending status. Otherwise, the transaction has to settle, and then you may ask to dispute it with U.S. Bank.

Why Was My ReliaCard Rejected?

The ReliaCard comes with a security feature to prevent unauthorized use. If you attempt three transactions and those are rejected, the card will automatically block itself to prevent further use until you call Customer Service to have them unblock it. The same is true if your PIN is entered incorrectly three times.

How Do I Check the Balance on My ReliaCard?

When using an ATM, don't rely on the balance stated on your receipt as the most current information on your available funds. Always check your card through the automated phone line at 866-276-5114 or by accessing the card's website: U.S. Bank ReliaCard.

What If I Lose My Card?

Call Customer Service to report your lost card immediately and request a replacement. If you have yet to receive your card replacement, you can access your funds by asking Customer Service for a funds transfer to a valid checking or savings account at a bank or credit union. Depending on where you live, there may be a $2.00 fee, but it's free otherwise. When you call, make sure to have the bank's 9-digit routing number and the account number handy. Reading all these posts may help fix this flawed system. When

I initially filed. The information stated that if I had been gainfully employed for more than 2 years I would have to request a new reliacard. So I did, Backlogged my claim for 8-10 weeks and never knew what the heck was going on besides a pending/ approved status letter. Still..great news! But no funds. Kept filing and BOOM I had hardcheck after hardcheck. Still no ReliaCard. Then somehow checks started hitting my bank acct via direct deposit. Total chaos, cause I havent had it set up since the previous UC claim some 4 years earlier. But scary thing, Wheres my ReliaCard I requested some 2 months ago? Then the 3rd world fraud hackers infiltrate the system. And we stop all direct deposits and I get 2 ReliaCards the sameday? So 1 for UC benefits, and 1 for Pandemic Stimulus maybe? Well thats a NO. Customer Service told me to destroy card #????, So I did, got text alerts that money was going on card as planned. Go to use card: balance is $0. WTF now. Seems money went to other card that was never activated. So Bank Rep transfer balance to my active card. YEAH Happy! Then somehow my money started getting split up. Some went into direct deposit acct, some to Relia Card? WTF again. Bank Rep has no answer for that issue. But its a glitch that has not lost my money. And of course the money deposited to the wrong Reliacard acct had to be transfered again. HAPPY again! Finally my money issues settle down again. Still being split for unknown reasons but UC goes to my bank acct, and pandemic funds to ReliaCard. I call again to customer service and explain that my funds are going to wrong acct and I need them transferred again to my active card. Shouldn't be a problem, But... This bank rep stats that the should have never transfered the money in the first place and should have reordered me the destroyed ReliaCard that was never activated.? Overwhelming process.. But atleast she found it in her heart to waive the 15$ replacement fee! What a blessing! So had no way to access any funds again for the mandatory 7-10 business days awaiting new card arrival. But now I am all good 4 months later. Still have no answer to why they sent funds via direct deposit to my bank account when I never set it up again. But its still being split as it stands today. And I am soon to return to my employer now that this CoVid 19 dilemma has lessened in threat level. How is this in anyway more secure and preventing fraud? Verifying my bank account for direct deposit is much more secure and uses less labor and resources to achieve it. This card goes through how many hands and then sits in a mailbox (if it ever arrives), which at any point along the way it can be lost or stolen and easily activated by anyone. Then you have the expense of manufacturing, shipping, and providing customer service for this card and all the issues that come with it. Plus we are then asked to provide our sensitive information to yet another system, which is surely high-risk for potential cyber attacks and data breeches. I hope after this sh!t show people will see the incompetence of their government officials and clean house this election. It's time for "We The People" to hold these positions. We need to elect people with common sense and a true understanding of day-to-day living for most Americans. These out-of-touch, wealthy incumbents (State and Federal, Democrat and Republican alike) have been administrating too long. The security features do not work. And reporting unauthorized charges requires you to print out a form and fax or mail it in. During a time where we should be limiting public interactions and staying at home, the last thing I want to do is go out and fax a form! I've been dealing with someone using my card on a fake Amazon website. It shows up as AMZN.com on my transactions- Amazon never abbreviates their website. Be careful out there and change your PIN regularly!

Customer service is ridiculous. I waited for 45min and finally someone picked up and there was all this laughter in the background from i guess the rep's coworkers. Then when i explained my issue she just hung up on me. I had the same experience as people described below. I read online that it might be faster to request a callback. THEY CALLED ME 40 MINUTES LATER!! Here's what I did:

I called the customer service number, and since I didn't have my card yet, I waited for the message asking for my last 4 digits of my card # to play 3 times. After 3x, it gives you the balance. I then pressed "0" (to report a lost or stolen card- even though I hadn't receive one yet). After waiting 1-2 minutes, a message came on warning me of the extremely high wait times, and gave me a choice: continue to wait, or receive a callback. I chose callback, entered my cellphone number, and received a call about 40 minutes later. My PUA was straightened out in 2 minutes. I did this again when my card hadn't arrived, and was called a half hour later. Before that, I called 6 days straight, waiting 7+hours each time. Just putting it out there. Good luck everyone!

It took me months to sort out my issues with USbanks ReliaCard. Unfortunately, the reliability of ReliaCard cards and services seem to be overwhelmed by unemployment. My advice is to stay on top of getting your issue resolved. I was placed on hold for up to 14 hours in the past and still managed to become disconnected. The phone lines are consistently overwhelmed so it’s best to call late evening/early morning 1am-8am. Be sure to call the ReliaCard branch of USbank and hold out to speak to a physical person If your card hasn’t arrived or is lost, stolen, or just missing order a new card ASAP. Make sure they have your correct/current account information. Misinformation is usually the root of the problem with missing debit cards. My card didn’t arrive for over a month and I finally discovered the had a previous debit card on my file from 2018. I had never activated or requested that card but it prevented me from actually receiving a 2020 debit card. The ReliaCardS won’t expire for like 3 years from their issue date so you get one until you order another. If it’s missing or errored get a new one. Hold times are long, the wait music will cut out sporadically but stay on the phone line. Talking to a customer service rep is the only way to resolve most of the issues with ReliaCard. It’s a very frustrating process but stick with it until your issue is confirmed as resolved. They’ll express mail a new ReliaCard for a 15 dollar charge that’ll be deducted from your debit card funds. Keep calling because it can take multiple attempts to get through and confirm a resolution. I would call back if your hold time exceeds 4 hours. I’ve gotten through in 30mins by calling back every few hours. They aren’t going to change the way they do business unfortunately customers have to be extra persistent. The phone call should only take a Minute when you finally get through. They do eventually answer the call and fix the problem. Just stay professional and calm. Emails and messages no response from my experience. Best of luck

Reliacard is a scam being run by U.S.Bank. They hold on to our money longer than any other direct deposits. So when the State posts the money to our account, US Bank holds it for at least an extra day before making those funds available to us. For one person or one account, that isn't much money. But with the hundreds of thousands of accounts from the various states, that adds up to alot of money. And when they hold $74 of our money when we get gas and an extra 20-30% for gratuity at restaurants - they profit from that as well. It's a racket. They are profiting big time from us. They are greedy, immoral and fraudulent. I hate banks. They are all liars and thieves.

Keeping your information updated seems easy enough, but I've been jumping through hoops trying to do this for weeks now and all I've managed to to is get my original card deactivated. I've been charged $15 for a new card, with my old name on it again, and when I asked them to cancel that because they still had my name wrong- they cannot re activate my other card.

They want me to go somewhere and fax my social security card and ID to them now, after sending me to change my information with the state twice and then telling me that they didn't get it. Pretty scary to think about sending my social security number to a bank that can't even figure it out. Meanwhile they keep referring to me as Miss (old name) when they know I'm frustrated because, almost three years later, I can't seem to get my name changed with them.

It's a Visa debit with a routing number, but what about the account number? Is this just the 16 digit card number? I can't see that being right.. When I called 866-276-5114 (customer service/back of card) the lady had no clue what it could be (half the time I had no clue what she was even saying) and told me to call US Bank and the same thing happened. I can't access any online banking other than going to www.reliacard.com (put in my username, password, etc) which gives us certain information such as Ballance, Transactions, Bill Pay options, and whatever - but it does not give me (or I can't find) the information to use "manually" (that might not be the right word I'm looking for). Basically, all I want to know is what my damned account number is so I can link my Debit card to Paypal.

I have been getting lots of questions and comments around the Pandemic Unemployment Assistance (PUA) program and delays many unemployed Americans are experiencing getting their benefit payments, especially the latest extensions that are now in place. Here is some more background and some possible reasons for the delayed payments, including those impacted by benefit year end and new claim issues. Please review the comments forum at the end of this article for more information or leave one to share your story.

2021 PUA Extensions

The PUA program was originally funded under the CARES Act for 39 weeks, and was due to expire on December 26th 2020. As part of the CAA COVID Relief Bill the PUA program received an extra 11 weeks of federal funding followed by the ARPA (Biden Stimulus) bill which extended the PUA program until September 6th, 2021 or 25 more weeks. This now means that the PUA program would provide a total of at least 75 weeks of coverage for eligible claimants. This does not include weeks in some states on top of this as part of state high unemployment extended benefit programs. You can see more around the extension in this PUA overview article.

The additional funding extensions however only covers retroactive payments form the start of the extension period. This would be the week ending January 2nd, 2021 under the CAA extension and March 20th, 2021 under the ARPA extension. So those who missed weeks or exhausted their balances prior to the extensions and claimed them under a subsequent extension period would not get retroactive payments for weeks prior to the start of the extension period.

For those with remaining weeks, they will continue to be have these going forward until they hit the new maximum (plus state extended benefits).

Slow Rollouts of PUA extensions in 2021

The rollout of the various extensions for the PUA program have continued to be painfully slow in many states. Especially for those who had exhausted their benefits. I discussed this PUA video and as of mid-February only about 60% of states are paying PUA benefits to new and exhausted claimants (New Jersey and Wisconsin are among the most delayed). There is not much do to and despite the frustration and having to live on the edge of poverty, you will just have to wait for your state to update their UI systems so you can file claims for getting your current and retroactive payments.

PUA Payments Will STOP if You Are or Were Eligible for PEUC

One reason why some unemployment claimants are seeing their payments stop is because Claimants currently receiving PUA benefits who previously exhausted PEUC benefits may only collect PUA if they have exhausted any entitlement to PEUC. Because the Continued Assistance Act also increased the maximum amount of benefits available under the PEUC program, claimants actively filing for PUA with a previous PEUC claim are no longer eligible to receive PUA.

So if your PUA claim stopped suddenly or has gone to zero balance, this is why! You need to file a PEUC claim to get the extensions if your state UI agency hasn’t already notified you to do so.

Benefit Year End Delays to PUA

With many claimants having received benefits for over 12 months, they would have likely passed their benefit year end date (BYE). The way BYE is handed in many state varies and in some PUA claimants do not have to worry about filing a new claim after the BYE date. However in some claimants are being required to file a new claim and as a result are seeing a lapse in benefits. Further if they qualify for regular unemployment (e.g. went back to work, but then lost their job again) then there claim has to be adjusted. This manual step could take several weeks and is a reason several PUA claimants are seeing delays in getting paid.

When will I get my PUA unemployment benefit and any back dated payments (including the $300 weekly FPUC)?

Given the unprecedented spike in unemployment it is/was taking several weeks in most states to process PUA UI claims. In some states like California and Florida it is taking up to 6 weeks to process PUA unemployment claims due to the massive spike in applications. This does not include claims where additional verification or issues are found, which can add several more weeks. However once the claim is approved, claimants should get their regular payment within a week and any retroactive/lump sum payments 5 to 7 days after that (assuming they are eligible). This includes back dated PUA and the weekly FPUC payment.

PUA claimants who correctly file their weekly certification will get payment within three business days in line with their state’s UI payment schedule – weekly or bi-weekly. In many states backdated PUA and other enhanced UI benefit payments will be automatically paid shortly after the first PUA payment (assuming claimant is eligible), but in several states (e.g PA) individuals will also be asked to file separately for backdated claims for previous eligible weeks. It may take two to three weeks to receive these back dated payments.

Why am I not seeing my unemployment paid on my debit card?

Most states allow eligible claimants to receive unemployment benefit payments either by debit card or direct deposit. Paper checks are an option, but not recommended due to the long payment processing times. Direct deposit is the fastest payment option, but lots of people who may not have ready access to an active bank account or for other financial reasons prefer to receive their unemployment benefits via a state UI agency provided debit card.

A debit card is administered by a financial institution on behalf of the state unemployment agency, and each state has its own vendor, so generally UI payments on debit cards take one to two days longer to process than direct deposit UI payments. The first UI payment on your debit card can take even longer since it has to be mailed out to you. Other than payment processing delays, other reasons people don’t see their UI payments as expected are due to

  • Your debit card has expired (most have a three year validity term), which means you will need to request a replacement card from your state UI agency. This may require a small payment. Also note if your continuing claim was denied you may not be able to request a new debit card.
  • Fraudulent activity is suspected on your UI account or debit card. You will have to request a new card in this event that could delay your weekly or bi-weekly unemployment payment.
  • Weekly certifications MUST be filed every week to continue receiving payments whether via direct deposit or on a state debit card. So if you forgot to certify or had issues with your certification for a given week, your UI payment could be delayed.

As someone who often uses prepaid cards, I'm here to share my insider tips with you to help you use your card wisely.

What Is a ReliaCard?

This product from U.S. Bank is designed to help people receive government benefits, such as unemployment compensation and/or child support payments. It is a debit card that is issued by state agencies in place of paper checks.

How to Start Using Your ReliaCard: Important Tips

  • Make sure your info is up-to-date. Make sure that the Card Services department (which can be reached 24/7 at the number on the back of your card) has your updated address and phone number. This will ensure that you can get card replacements quickly and easily. It will also ensure that your identity verification goes smoothly whenever you need to speak to a call center agent.
  • Know your provider's terms and conditions. Knowing your card provider's terms and conditions will help you understand how transactions are handled. Of course, due to the fine-print nature of the documentation, it can be easy to overlook the important items. Reading every disclosed piece of information will make you aware of U.S. Bank's policies and help you avoid headaches and the inconvenience of having to resolve problems.

Using Your ReliaCard for Gas

According to the current ReliaCard FAQ, gas stations may place a hold on your card that's greater than the amount of your purchase when you pay outside at the pump. For example, your ReliaCard may be pre-authorized for a $74.00 hold when swiped at the pump, even if you only bought $10.00 worth of gas.

The automated fuel dispenser is an unmanned terminal that doesn't "know" how much fuel you intend to purchase. Therefore, the second the card is swiped, the $74.00 hold is instantly initiated. (If you have less than $74.00 in your account balance, then the card will be pre-authorized for the remaining amount on your card.) Once the gas station comes and collects the funds for the actual gas purchase per your receipt, the unspent part of the hold will be available again in your card balance.

Example: If you pump $10.00 worth of gas, that $10.00 will be matched against the $74.00 hold (or another amount if there's less than $74.00 in your card balance). This results in $64.00 being returned to your available balance after the transaction is complete.

How to Avoid the Hold: Don't Pay at the Pump!

Don't pay outside at the pump—pay inside with the cashier instead. If you go inside the gas station and pre-pay for your fuel, no other amounts will be held on the card. You will only see the exact transaction amount. Per the card's FAQ, some ReliaCard programs don't even offer the pay-at-the-pump option, so you may need to always pay inside anyways.

Frequently Asked Questions About ReliaCards

Can I Leave a Tip?

If you go to a restaurant or a bar, your card will be pre-authorized for about 15 to 30 percent (the official FAQ suggests 20 percent) over your actual bill to accommodate a gratuity amount if you wish. If you don't leave a tip on the card, it will still be over-authorized for that percentage and then settle for the actual amount on your receipt once the establishment submits the invoice for payment.

Can I Go Over the Prepaid Card Limit?

Although these cards are prepaid, some merchants can force transactions to go through and be honored by U.S. Bank. Therefore, knowing exactly what your balance is before you make a purchase will prevent an over-authorization on your card account and help you avoid expensive overdraft fees. If you have opted in for the Overdraft feature that allows the card account to go into the negative, keep in mind that overdraft fees will be assessed for EACH transaction that makes your account negative each time—even if it's only over by one cent.

How Do Overdraft Fees Work?

Overdraft fees can occur in about 24 to 48 hours after the transaction that caused the card account to go negative has posted.

As a cardholder, you are entitled to have one fee reversed once per calendar year, regardless of the amount. It's your right, and you're entitled to ask for this courtesy when talking to Customer Service.

How Can I Cancel a ReliaCard Transaction?

If you make a purchase that you no longer want, by law, you the customer can't cancel it. Unfortunately, the merchant has to provide the Card Services Customer Service agent with an approval code, which is a 6-digit number that starts with a zero, while the charges are in pending status. Otherwise, the transaction has to settle, and then you may ask to dispute it with U.S. Bank.

Why Was My ReliaCard Rejected?

The ReliaCard comes with a security feature to prevent unauthorized use. If you attempt three transactions and those are rejected, the card will automatically block itself to prevent further use until you call Customer Service to have them unblock it. The same is true if your PIN is entered incorrectly three times.

How Do I Check the Balance on My ReliaCard?

When using an ATM, don't rely on the balance stated on your receipt as the most current information on your available funds. Always check your card through the automated phone line at 866-276-5114 or by accessing the card's website: U.S. Bank ReliaCard.

What If I Lose My Card?

Call Customer Service to report your lost card immediately and request a replacement. If you have yet to receive your card replacement, you can access your funds by asking Customer Service for a funds transfer to a valid checking or savings account at a bank or credit union. Depending on where you live, there may be a $2.00 fee, but it's free otherwise. When you call, make sure to have the bank's 9-digit routing number and the account number handy. Depending on your financial institution, the funds may be available in 1 to 3 business days, not counting the weekend or holidays.

What If I Want to Close My Account and Cancel My Card?

Finally, you're not obligated to keep your ReliaCard account open. You may choose to have your government agency close it and request that your benefit funds be direct-deposited into your bank, credit union, or even another prepaid card program of choice.

I initially filed. The information stated that if I had been gainfully employed for more than 2 years I would have to request a new reliacard. So I did, Backlogged my claim for 8-10 weeks and never knew what the heck was going on besides a pending/ approved status letter. Still.great news! But no funds. Kept filing and BOOM I had hardcheck after hardcheck. Still no ReliaCard. Then somehow checks started hitting my bank acct via direct deposit. Total chaos, cause I havent had it set up since the previous UC claim some 4 years earlier. But scary thing, Wheres my ReliaCard I requested some 2 months ago? Then the 3rd world fraud hackers infiltrate the system. And we stop all direct deposits and I get 2 ReliaCards the sameday? So 1 for UC benefits, and 1 for Pandemic Stimulus maybe? Well thats a NO. Customer Service told me to destroy card #????, So I did, got text alerts that money was going on card as planned. Go to use card: balance is $0. WTF now. Seems money went to other card that was never activated. So Bank Rep transfer balance to my active card. YEAH Happy! Then somehow my money started getting split up. Some went into direct deposit acct, some to Relia Card? WTF again. Bank Rep has no answer for that issue. But its a glitch that has not lost my money. And of course the money deposited to the wrong Reliacard acct had to be transfered again. HAPPY again! Finally my money issues settle down again. Still being split for unknown reasons but UC goes to my bank acct, and pandemic funds to ReliaCard. I call again to customer service and explain that my funds are going to wrong acct and I need them transferred again to my active card. Shouldn't be a problem, But. This bank rep stats that the should have never transfered the money in the first place and should have reordered me the destroyed ReliaCard that was never activated.? Overwhelming process. But atleast she found it in her heart to waive the 15$ replacement fee! What a blessing! So had no way to access any funds again for the mandatory 7-10 business days awaiting new card arrival. But now I am all good 4 months later. Still have no answer to why they sent funds via direct deposit to my bank account when I never set it up again. But its still being split as it stands today. And I am soon to return to my employer now that this CoVid 19 dilemma has lessened in threat level. Good luck to all of you still battling this system, just remember to dust yourself off, and get back up!

How is this in anyway more secure and preventing fraud? Verifying my bank account for direct deposit is much more secure and uses less labor and resources to achieve it. This card goes through how many hands and then sits in a mailbox (if it ever arrives), which at any point along the way it can be lost or stolen and easily activated by anyone. Then you have the expense of manufacturing, shipping, and providing customer service for this card and all the issues that come with it. Plus we are then asked to provide our sensitive information to yet another system, which is surely high-risk for potential cyber attacks and data breeches. I hope after this sh!t show people will see the incompetence of their government officials and clean house this election. It's time for "We The People" to hold these positions. We need to elect people with common sense and a true understanding of day-to-day living for most Americans. These out-of-touch, wealthy incumbents (State and Federal, Democrat and Republican alike) have been administrating too long. They just come up with "brilliant" plans and expect someone else to figure out the implementation, then pass the blame when it all goes to sh!t. They live in a fantasy world free from consequence. It's got to change and soon. America can't go on like this much longer.

The security features do not work. And reporting unauthorized charges requires you to print out a form and fax or mail it in. During a time where we should be limiting public interactions and staying at home, the last thing I want to do is go out and fax a form! I've been dealing with someone using my card on a fake Amazon website. It shows up as AMZN.com on my transactions- Amazon never abbreviates their website. Be careful out there and change your PIN regularly!

I had the same experience as people described below. I read online that it might be faster to request a callback. THEY CALLED ME 40 MINUTES LATER!! Here's what I did:

I called the customer service number, and since I didn't have my card yet, I waited for the message asking for my last 4 digits of my card # to play 3 times. After 3x, it gives you the balance. I then pressed "0" (to report a lost or stolen card- even though I hadn't receive one yet). After waiting 1-2 minutes, a message came on warning me of the extremely high wait times, and gave me a choice: continue to wait, or receive a callback. I chose callback, entered my cellphone number, and received a call about 40 minutes later. My PUA was straightened out in 2 minutes. I did this again when my card hadn't arrived, and was called a half hour later. Before that, I called 6 days straight, waiting 7+hours each time. Just putting it out there. Good luck everyone!

It took me months to sort out my issues with USbanks ReliaCard. Unfortunately, the reliability of ReliaCard cards and services seem to be overwhelmed by unemployment. My advice is to stay on top of getting your issue resolved. I was placed on hold for up to 14 hours in the past and still managed to become disconnected. The phone lines are consistently overwhelmed so it’s best to call late evening/early morning 1am-8am. Be sure to call the ReliaCard branch of USbank and hold out to speak to a physical person If your card hasn’t arrived or is lost, stolen, or just missing order a new card ASAP. Make sure they have your correct/current account information. Misinformation is usually the root of the problem with missing debit cards. My card didn’t arrive for over a month and I finally discovered the had a previous debit card on my file from 2018. I had never activated or requested that card but it prevented me from actually receiving a 2020 debit card. The ReliaCardS won’t expire for like 3 years from their issue date so you get one until you order another. If it’s missing or errored get a new one. Hold times are long, the wait music will cut out sporadically but stay on the phone line. Talking to a customer service rep is the only way to resolve most of the issues with ReliaCard. It’s a very frustrating process but stick with it until your issue is confirmed as resolved. They’ll express mail a new ReliaCard for a 15 dollar charge that’ll be deducted from your debit card funds. Keep calling because it can take multiple attempts to get through and confirm a resolution. I would call back if your hold time exceeds 4 hours. I’ve gotten through in 30mins by calling back every few hours. They aren’t going to change the way they do business unfortunately customers have to be extra persistent. The phone call should only take a Minute when you finally get through. They do eventually answer the call and fix the problem. Just stay professional and calm. Emails and messages no response from my experience. Best of luck

Reliacard is a scam being run by U.S.Bank. They hold on to our money longer than any other direct deposits. So when the State posts the money to our account, US Bank holds it for at least an extra day before making those funds available to us. For one person or one account, that isn't much money. But with the hundreds of thousands of accounts from the various states, that adds up to alot of money. And when they hold $74 of our money when we get gas and an extra 20-30% for gratuity at restaurants - they profit from that as well. It's a racket. They are profiting big time from us. They are greedy, immoral and fraudulent. I hate banks. They are all liars and thieves.

Keeping your information updated seems easy enough, but I've been jumping through hoops trying to do this for weeks now and all I've managed to to is get my original card deactivated. I've been charged $15 for a new card, with my old name on it again, and when I asked them to cancel that because they still had my name wrong- they cannot re activate my other card.

They want me to go somewhere and fax my social security card and ID to them now, after sending me to change my information with the state twice and then telling me that they didn't get it. Pretty scary to think about sending my social security number to a bank that can't even figure it out. Meanwhile they keep referring to me as Miss (old name) when they know I'm frustrated because, almost three years later, I can't seem to get my name changed with them.

It's a Visa debit with a routing number, but what about the account number? Is this just the 16 digit card number? I can't see that being right. When I called 866-276-5114 (customer service/back of card) the lady had no clue what it could be (half the time I had no clue what she was even saying) and told me to call US Bank and the same thing happened. I can't access any online banking other than going to www.reliacard.com (put in my username, password, etc) which gives us certain information such as Ballance, Transactions, Bill Pay options, and whatever - but it does not give me (or I can't find) the information to use "manually" (that might not be the right word I'm looking for). Basically, all I want to know is what my damned account number is so I can link my Debit card to Paypal.

Anyone who can shed some light?.

I have been getting lots of questions and comments around the Pandemic Unemployment Assistance (PUA) program and delays many unemployed Americans are experiencing getting their benefit payments, especially the latest extensions that are now in place. Here is some more background and some possible reasons for the delayed payments, including those impacted by benefit year end and new claim issues. Please review the comments forum at the end of this article for more information or leave one to share your story.

2021 PUA Extensions

The PUA program was originally funded under the CARES Act alaska usa mobile app 39 weeks, and was due to expire on December 26th 2020. As part of the CAA COVID Relief Bill the PUA program received an extra 11 weeks of federal funding followed by the ARPA (Biden Stimulus) bill which extended the PUA program until September 6th, 2021 or 25 more weeks. This now means that the PUA program would provide a total of at least 75 weeks of coverage for eligible claimants. This does not include weeks in some states on top of this as part of state high unemployment extended benefit programs. You can see more around the extension in this PUA overview article.

The additional funding extensions however only covers retroactive payments form the start of the extension period. This would be the week ending January 2nd, 2021 under the CAA extension and March 20th, 2021 under the ARPA extension. So those who missed weeks or exhausted their balances prior to the extensions and claimed them under a subsequent extension period would not get retroactive payments for weeks prior to the start of the extension period.

For those with remaining weeks, they will continue to be have these going forward until they hit the new maximum (plus state extended benefits).

Slow Rollouts of PUA extensions in 2021

The rollout of the various extensions for the PUA program have continued to be painfully slow in many states. Especially for those who had exhausted their benefits. I discussed this PUA video and as of mid-February only about 60% of states are paying PUA benefits to new and exhausted claimants (New Jersey and Wisconsin are among the most delayed). There is not much do to and despite the frustration and having to live on the edge of poverty, you will just have to wait for your state to update their UI systems so you can file claims for getting your current and retroactive payments.

PUA Payments Will STOP if You Are or Were Eligible for PEUC

One reason why some unemployment claimants are seeing their payments stop is because Claimants currently receiving PUA benefits who previously exhausted PEUC benefits may only collect PUA if they have exhausted any entitlement to PEUC. Because the Continued Assistance Act also increased the maximum amount of benefits available under the PEUC program, claimants actively filing for PUA with a previous PEUC claim are no longer eligible to receive PUA.

So if your PUA claim stopped suddenly or has gone to zero balance, this is why! You need to file a PEUC claim to get the extensions if your state UI agency hasn’t already notified you to do so.

Benefit Year End Delays to PUA

With many claimants having received benefits for over 12 months, they would have likely passed their benefit year end date (BYE). The way BYE is handed in many state varies and in some PUA claimants do not have to worry about filing a new claim after the BYE date. However in some claimants are being required to file a new claim and as a result are seeing a lapse in benefits. Further if they qualify for regular unemployment (e.g. went back to work, but then lost their job again) then there claim has to be adjusted. This manual step could take several weeks and is a reason several PUA claimants are seeing delays in getting paid.

When will I get my PUA unemployment benefit and any back dated payments (including the $300 weekly FPUC)?

Given the unprecedented spike in unemployment it is/was taking several weeks in most states to process PUA UI claims. In some states like California and Florida it is taking up to 6 weeks to process PUA unemployment claims due to the massive spike in applications. This does not include claims where additional verification or issues are found, which can add several more weeks. However once the claim is approved, claimants should get their regular payment within a week and any retroactive/lump sum payments 5 to 7 days after that (assuming they are eligible). This includes back dated PUA and the weekly FPUC payment.

PUA claimants who correctly file their weekly certification will get payment within three business days in line with their state’s UI payment schedule – weekly or bi-weekly. In many states backdated PUA and other enhanced UI benefit payments will be automatically paid shortly after the first PUA payment (assuming claimant is eligible), but in several states (e.g PA) individuals will also be asked to file separately for backdated claims for previous eligible weeks. It may take two to three weeks to receive these back dated payments.

Why am I not seeing my unemployment paid on my debit card?

Most states allow eligible claimants to receive unemployment benefit payments either by debit card or direct deposit. Paper checks are an option, but not recommended due to the long payment processing times. Direct deposit is the fastest payment option, but lots of people who may not have ready access to an active bank account or for other financial reasons prefer to receive their unemployment benefits via a state UI agency provided debit card.

A debit card is administered by a financial institution on behalf of the state unemployment agency, and each state has its own vendor, so generally UI payments on debit cards take one to two days longer to process than direct deposit UI payments. The first UI payment on your debit card can take even longer since it has to be mailed out to you. Other than payment processing delays, other reasons people don’t see their UI payments as expected are due to

  • Your debit card has expired (most have a three year validity term), which means you will need to request a replacement card from your state UI agency. This may require a small payment. Also note if your continuing claim was denied you may not be able to request a new debit card.
  • Fraudulent activity is suspected on your UI account or debit card. You will have to request a new card in this event that could delay your weekly or bi-weekly unemployment payment.
  • Weekly certifications MUST be filed every week to continue receiving payments whether via direct deposit or on a state debit card. So if you forgot to certify or had issues with your certification for a given week, your UI payment could be delayed.

Signs that you may be a victim of unemployment identity theft

Most victims of unemployment identity theft are unaware that claims have been filed and/or that benefits have been collected using their identities. Many people only find out unemployment identity theft occurred when they receive something in the mail, such as a payment or state issued 1099-G tax form that’s incorrect or for benefits not received.

You may be a victim of unemployment identity theft if you received:

  • Mail from a government agency about an unemployment claim or payment and you did not recently file for unemployment benefits. This includes unexpected payments or debit cards and could be from any state.
  • A 1099-G tax form reflecting unemployment benefits you weren't expecting. PITTSBURGH – United States Attorney Scott W. Brady and Pennsylvania Attorney General Josh Shapiro today announced that 33 individuals, including inmates at eight state and county jails and prisons in western Pennsylvania and their accomplices, have been charged in federal and state criminal complaints for illegally obtaining Coronavirus Aid, Relief, and Economic Security (CARES) Act unemployment benefits that contained false or fraudulent statements, and to which they were not entitled.

U.S. Attorney Brady stated, "The unprecedented scope and audacity of this inmate unemployment compensation fraud is appalling. These benefits were intended to help Pennsylvania workers make it through a difficult time. These inmates and their accomplices took advantage of this national emergency to line their pockets through fraud. Their conduct is despicable at any time, but particularly in a time of a national emergency. As these charges make clear, this conduct will not go unpunished, and my office will continue to work with our federal, state and local law enforcement partners to bring these criminals and their co-conspirators to justice. The message to those who engaged in this fraud is clear: if you submitted a fraudulent application for unemployment benefits, withdraw it. If you got a check or debit card through fraud, return it. If you don’t, expect to hear a knock on your door very soon."

The following individuals were named in 16 separate criminal complaints filed this week in the U.S. Court for the Western District of Pennsylvania:

Levi Stroud, 24, incarcerated at Pennsylvania State Correctional Institution (SCI) -Greene since approximately January 22, 2018, and Christina Marie Weigner, of 389 Steubenville Pike, Burgettstown, PA 15021, are charged with knowingly filing, or aiding and abetting the filing, of a claim for PUA benefits that contained materially false, fictitious, and fraudulent statements and conspiracy to commit fraud in connection with a major disaster or emergency benefit.

Anthony Lee, 40, incarcerated at Allegheny County Jail since September 29, 2019, and Amara Ramsey (Lee’s girlfriend and claim filer), 38, of 2418 Aliquippa Street, Apt. 404, Pittsburgh, PA 15213, are charged with knowingly filing, or aiding and abetting the filing, of a claim for PUA benefits that contained materially false, fictitious, and fraudulent statements.

Lamont Wilford, 49, incarcerated at Allegheny County Jail since November 28, 2019; Casey Norrick (Wilford’s girlfriend), 44, of 9 Spruce Street, Natrona Heights, PA; and Amara Ramsey (claim filer) 38, of 2418 Aliquippa Street, Apt. 404, Pittsburgh, PA 15213, are charged with knowingly filing, or aiding and abetting the filing, of a claim for PUA benefits that contained materially false, fictitious, and fraudulent statements.

Orlando Grandison, 30, incarcerated at Allegheny County Jail since August 7, 2019; Nathaniel Weatherspoon, 28, currently incarcerated at Allegheny County Jail and has been since approximately October 5, 2017; and Andrea Zenmon (claim filer), 24, of 217 Rolling Woods Drive, North Versailles, PA 15137, are charged with knowingly filing, or aiding and abetting the filing, of a claim for PUA benefits that contained materially false, fictitious, and fraudulent statements.

Jerome Dockblandi Poole, 33, an inmate at SCI-Greene and Tracy Ann Stankiewicz (ex-girlfriend and claim filer), of 1927 Woodmont Avenue, New Kensington, PA, are charged with knowingly filing, or aiding and abetting the filing, of a claim for PUA benefits that contained materially false, fictitious, and fraudulent statements.

Joseph Thomas Gainer, 28, an SCI-Greene inmate; Jonetta Meneffe Davis (friend) of 1410 Franklin Avenue, Pittsburgh, PA; and Joshua Calibe Lowry (aka El Rocco, claim filer), are charged with knowingly filing, or aiding and abetting the filing, of a claim for PUA benefits that contained materially false, fictitious and fraudulent statements; Gainer, Davis and Lowry are also charged with conspiracy to commit fraud in connection with a major disaster or emergency benefit; and Gainer is charged with making a materially false, fictitious, or fraudulent statement or representation to federal agents of the U.S. government.

Amasa Lamont Camp, 23, an inmate at SCI-Fayette, is charged with knowingly filing, or aiding and abetting the filing, of a claim for PUA benefits that contained materially false, fictitious, and fraudulent statements. According to the complaint, Camp used Global Tel-Link electronic messages to provide his personal identifiers to a member of his family for the purpose of fraudulently applying for PUA benefits on his behalf.

Izona Punch, of 7403 Race Street, Pittsburgh, PA, is charged with knowingly filing a claim for PUA benefits that contained materially false, fictitious, and fraudulent statements in the name of SCI - Fayette inmate "RP" without his knowledge.

Jerrell Huddleston, who was incarcerated at Lawrence County Jail from approximately March 17, 2020 to July 24, 2020, then transferred to the Northeast Ohio Correction Facility where he is currently located, and Kalaurie Elahdy (claim filer), age, of 101 W. Ridge Ave., Sharpsville, PA 16150, are charged with knowingly filing, or aiding and abetting the filing, of a claim for PUA benefits that contained materially false, fictitious, and fraudulent statements and conspiring to commit fraud in connection with a major disaster or emergency benefits.

Tylan Huddleston, 25, incarcerated at Lawrence County Jail since June 5, 2020, and Paris Davis (claim filer), 23, of 10 W. Reynolds Street, New Castle, PA, are charged with knowingly filing, or aiding and abetting the filing, of a claim for PUA benefits that contained materially false, fictitious, and fraudulent statements; and Huddleston and Davis are also charged with conspiring to commit fraud in connection with a major disaster or emergency benefit.

Clifford Yoders, 40, incarcerated at Butler County Prison since June 11, 2020, is charged with knowingly filing, or aiding and abetting the filing, of a claim for PUA benefits that contained materially false, fictitious, and fraudulent statements. According to the complaint, Yoders used a jail phone to direct a relative to file the claim.

Lisa Lutz, 60, of 113 Snow Shoe Lane, Greensburg, Pennsylvania 15601, is charged with knowingly filing, or aiding and abetting the filing, of a claim for PUA benefits that contained materially false, fictitious, and fraudulent statements. The claim was filed on behalf of her daughter, Terra Rager, an inmate at Westmoreland County Prison. According to the complaint, the funds received were utilized to pay her daughter’s expenses, including her attorney fees and her rent and to make deposits onto her commissary at the Westmoreland County Prison.

Gary Clanton, 33, an inmate at SCI-Fayette since July 3, 2014, is charged with knowingly filing, or aiding and abetting the filing, of a claim for PUA benefits that contained materially false, fictitious, and fraudulent statements. According to the complaint, Clanton used Global Tel-Link electronic messages to provide his personal identifiers to an unidentified male for the purpose of fraudulently applying for PUA benefits on his behalf.

Jamelle Fairfax, 32, an inmate at SCI-Fayette since March 30, 2020, and he was still incarcerated at the time of the application filing, and Amanda Fairfax (wife and claim filer), 35, of Uniontown, PA 15402, are charged with knowingly filing, or aiding and abetting the filing, of a claim for PUA benefits that contained materially false, fictitious, and fraudulent statements, and with conspiring to commit fraud in connection with a major disaster or emergency benefit.

According the affidavits filed in these cases, the Pandemic Unemployment Assistance program is a new federal program created as part of the CARES Act. The PUA program provides unemployment benefits to workers who have lost their jobs as a result of the coronavirus pandemic. In Pennsylvania, the PUA program is administered by the Pennsylvania Department of Labor & Industry (DLI), but its benefits are funded in large part by the federal government. PUA benefits are paid in connection with the President’s declaration that the COVID-19 pandemic constitutes an emergency under the Robert T. Stafford Disaster Relief and Emergency Assistance Act.

Individuals are only eligible for PUA benefits if they are both unemployed for reasons related to the COVID-19 pandemic and available to work. In order to receive benefits, an individual must access the PUA website and file a PUA claim. The applicant is required to enter personally identifiable information as well as answer the eligibility questions. Individuals who are serving a sentence of incarceration, or who are detained pending a criminal trial, are neither available for work nor unemployed for reasons related to the COVID-19 pandemic. As a result, they are not eligible to receive PUA benefits for the period of their incarceration.

The criminal complaints detail the defendants’ alleged roles in the acquisition of PUA benefits. In general, the inmates used jail phones or other inmate communications to direct or assist persons outside the prison to file claims online using the inmate’s accurate Personal Identifying Information (PII), including full name, date of birth, and Social Security number, but falsely asserting that the inmate is available to work and is unemployed as a result of the COVID 19 pandemic. The benefits were then directed to the applicants’ on-file addresses outside of the correctional facility. Once approved, applicants were required to provide weekly certifications to continue to receive PUA program benefits.

Several of the federal complaints filed contain transcripts of jail calls or other inmate communications that allege the defendants knew that the statements or representations being made were false, and that financial benefits would be awarded.

Title 18, United States Code, Section 1040(a)(2), prohibits fraud in connection with emergency benefits; Title 18, United States Code, Section 371, prohibits two or more people conspiring to commit a federal crime or defraud the United States; and Title 18 United States Code, prohibits lying to a federal law enforcement agent in the course of an investigation. For a violation of Title 18, United States Code, Section 1040(a)(2), the law provides for a maximum total sentence of 30 years in prison, a $250,000 fine, or both. For violations of Title 18, United States Code, Section 371 and Title 18, United States Code, Section 1001, the law provides for a maximum total sentence of five years in prison, a $250,000 fine, or both. Under the Federal Sentencing Guidelines, the actual sentence imposed would be based upon the seriousness of the offenses and the prior criminal history, if any, of the defendant.

Assistant U.S. Attorneys Brendan McKenna, Jonathon Lusty, Benjamin Risacher, Christopher Cook, and Michael Ivory are prosecuting these cases on behalf of the federal government.

The following individuals were named in criminal complaints filed in the Pennsylvania Courts of Common Pleas and will be arrested this week by the Pennsylvania Office of Attorney

Jessica Rae Conrad and Homer Mizenko of Kiskiminetas Township, PA, have been fraudulently signing people up for PUA benefits who they know are not eligible to receive the benefits. In exchange for signing the people up for benefits, Conrad and Mizenko are being paid by the people they are registering. Typically, $1,000 per person. Conrad and Mizenko are being charged with 1 count of Conspiracy (F-2) and 1 count of Theft by Deception (F-2).

Thaddeus Crumbley and Steven Ashby are incarcerated at Forest State Correctional Institution. The

investigation uncovered that they both falsely filed for PUA benefits and have been fraudulently filing for others at the prison in exchange for drugs and/or money. Crumbly and Ashby are charged with 1 count of Conspiracy (F-2) and 1 count of Theft by Deception (F-2).

Robert Currington is incarcerated in Somerset County Correctional Facility. He, with the help of an unidentified woman outside of prison, filed fraudulent PUA claims for himself and other inmates at the prison. Currington is charged with 1 count of Conspiracy (F-2) and 1 count of Theft by Deception (F-2).

Under Pennsylvania law, they each face up to 20 years in jail and fines and penalties up to $50,000. Ms. Conrad and Mr. Mizenko face 30 years in jail and $75,000 because of additional identity theft charges.

These cases are being prosecuted by Chief Deputy Attorney General Brian Zarallo and Senior Deputy Attorney General Katherine Wymard.

Members of the Western Pennsylvania COVID-19 Fraud Task Force conducted the investigation leading to the charges in these cases. The Task Force was formed in March 2020 to investigate and prosecute coronavirus-related fraud. Task Force members include representatives from the United States Attorney’s Office, the Pennsylvania Office of the Attorney General, the Federal Bureau of Investigation, the United States Secret Service, the U.S. Postal Inspection Service, Internal Revenue Service – Criminal Investigations, U.S. Immigration and Customs Enforcement (ICE)/Homeland Security Investigations (HSI), U.S. Department of Labor – Office of Inspector General, Social Security Administration – Office of Inspector General, the U.S. Department of Education – Office of Inspector General and the Pennsylvania State Police.

The United States Secret Service played an important role in these prosecutions, as did investigators from the Pennsylvania Department of Corrections and the individual county jails, including the Allegheny County Jail. Investigators from the Allegheny County Jail, who are detectives with the Allegheny County Police, were among the first investigators who uncovered the fraud of Wilford and Norris and brought it to the attention of federal authorities.

United States Attorney Scott W. Brady and Pennsylvania Attorney General Josh Shapiro urged those who have filed fraudulent claims to withdraw them and further urged those who received a check or debit card as a result of pa unemployment debit card phone number fraud to return those items.
