First Things First

First Things First supports programs across Arizona through grants to community organizations that provide services – at no cost – for young children from birth to age 5 (before kindergarten) and their families. Space may be limited and eligibility requirements may apply. While this listing only includes programs funded by First Things First, many of them can connect you with additional services that might be right for you.

Children’s Centers

The children’s centers at Southern and Dobson and 40th and Washington provide high-quality child care for the children of Mesa and GateWay community college students and employees. The centers are licensed by the Arizona Department of Health Services to provide care for children three years (must be potty-trained) to twelve years of age and is accredited by the National Association for the Education of Young Children (NAEYC). The centers offer a variety of experiences in a fun environment for preschool and older children. The centers have a contract with the Department of Economic Security (DES) for students who are DES-eligible for child care subsidy and may have other grants and scholarships available to help offset childcare tuition (e.g., Quality First and Child Care Access Means Parents In School (CCAMPIS).

The change will begin with all October 2021 SNAP payments.

How much will benefits increase?
The average SNAP allowance will increase by $36.24 per person per month, or $1.19 per day.  For a family of four receiving the maximum benefit, they’ll get $835 a month, up from $782.

About the Supplemental Nutrition Assistance Program

The Supplemental Nutrition Assistance Program (SNAP) helps low-income households in Colorado purchase food. It provides a monthly benefit that helps families and individuals buy the food they need for good health.

The benefit is provided based on income, resources and the number of individuals in the household. Electronic Benefit Transfer (EBT) cards are used to receive the benefit and can be used similar to debit cards at participating food stores. The benefit can be doubled in value by shopping at participating markets and food stores that support the Double Up Food Bucks program.

SNAP is part of a federal nutrition program to help low-income households purchase food. County human services departments are responsible for determining eligibility and authorizing SNAP. 

SNAP is good for the local economy. Households participating in SNAP spend more on food. By providing more resources for food, SNAP helps free up cash for households with low-income to buy other essential items, like diapers and medication. As a result, retail sales increase, benefiting stores that sell both food and non-food items.

What you need to know

Who is eligible for SNAP?

Those who qualify for SNAP include persons who may meet one of the following options:

  • Work for low wages
  • Are unemployed or work part-time
  • Receive TANF, SSI or other assistance payments
  • Are elderly or disabled and live on a small income
  • Are children
  • Adults ages 18 to 49 who have no children in their home (known as ABAWDs, able-bodied adults without dependents)

Individuals, couples and families may qualify if their income is less than 200% of the Federal Poverty Level (FPL). See the table below for gross monthly income limits and current maximum monthly SNAP allotments, based on household size. Note: The values below have been updated to reflect SNAP increases made on Oct. 1, 2021.

Yes. Most students in higher education are not aware they could qualify for SNAP. In fact, there are even more flexibilities in SNAP eligibility for students. Most students with low incomes who meet any of the following might be eligible for SNAP:

  • Enrolled at least half-time in an institution of higher education

How do I apply for SNAP?

There are several ways to apply for SNAP benefits:

What documents do I need to apply?

Proof of income

  • 30 days of earned income (pay stubs, employer statement that includes pay per hour and hours per week, etc.)
  • Self-employment bookkeeping records (if self-employed)
  • Agency letter showing unearned income (Social Security Retirement or Disability income, Supplemental Security Income (SSI), Veterans Affairs (VA) pension or disability benefits, Unemployment, child support, alimony, private retirement, pension, etc.)  

Proof of identity (any of the items below)

  • Driver’s license or state-issued identification card
  • Birth certificate or Social Security card
  • Work or school identification card
  • Voter registration card

Proof of medical expenses (ONLY if over 60 or disabled)

  • Billing statements or repayment agreements
  • Medicare card, indicating Part B
  • Mileage or transportation costs to/from medical appointments                               
  • Itemized receipts for medical expenses (prescription arizona department of economic security foster care rates, medical supplies, etc.)

Other possible documents

What happens after I apply?

Once you have submitted an application for SNAP benefits:

  • In most cases, the county human services office has 30 days to determine your eligibility. 
  • If you have less than $100 in cash and less than $150 in monthly earnings, or if your housing expenses exceed your monthly income or if you are a migrant or seasonal farm worker, you may be eligible for expedited SNAP benefits within 7 days.

You may need an interview over the phone. If you prefer, you can request an interview in person.

If an interview is needed, the county human services office may:

  • If you included a phone number on your application, a worker may attempt to call you at the phone number you provided when your application is received.
  • If the worker cannot reach you when attempting to call, you will receive a notice of the date and time of a scheduled interview.     
  • Follow the instructions on the interview notice for how to: 
    • Attend your interview at the scheduled date and time
    • Reschedule your interview if the scheduled date and time is not convenient for you

You may need to provide documents verifying your situation and you can provide them in the following ways:

  • Upload them to your PEAK account on colorado.gov/PEAK
  • Upload them to your MyCOBenefits application on your mobile device
  • Provide them to your county human services office location

You will be provided an EBT card by mail or in-person so you can access your SNAP benefits.

How are SNAP funds issued?

SNAP benefits are issued on an Electronic Benefits Transfer (EBT) card, also known as the Colorado Quest Card. It looks like a credit or bank card and can be used at any authorized store across the country that has the EBT or Quest Card logo.

Benefits are deposited into the EBT account on the same day each month, even if it falls on a weekend or holiday. A personal identification number (PIN) is required to access benefits on the EBT account. The PIN is set by the cardholder and is what keeps the benefits safe. The EBT card does not have an expiration date.

What foods can I buy?

The SNAP program allows you to buy any food for the household, such as:

  • Breads and cereals
  • Fruits and vegetables

  • Soft drinks, candy, cookies, snack crackers, and ice cream

In response to the COVID-19 pandemic, the SNAP ABAWD time limit has been temporarily suspended statewide beginning April 1, 2020, until further notice. Nutrition education is available for SNAP recipients through Supplemental Nutrition Assistance Program Education. SNAP-Ed teaches participants how to buy and prepare healthy foods on a budget and motivates them to increase physical activity.

Child Abandonment

What is Child Abandonment?

When most people hear the term “child abandonment,” they visualize the baby left on a church doorstep, or, as recently happened, a baby left in a supermarket shopping cart.  Yet, those “child abandonments” are relatively rare.  More often, children are abandoned in complicated and ugly domestic situations.  The drug addict who leaves her children with friends for months at a time without contacting them; the father who leaves the state with his new girlfriend and leaves no forwarding information; the woman who will be in prison for 7-10 years and fails to communicate with her children – these are the more common child abandonment scenarios.

Arizona law defines child abandonment by statute.  Arizona Revised Statute (A.R.S), Section 8-531(1) provides us with a legal definition of the term. 

“Abandonment” means the failure of a parent to provide reasonable support and to maintain regular contact with the child, including providing normal supervision.  Abandonment includes a judicial finding that a parent has made only minimal efforts to support and communicate with the child.  Failure to maintain a normal parental relationship with the child without just cause for a period of six months constitutes prima facie evidence of abandonment."

What exactly does this definition mean?  First, under Arizona law, every parent has a duty to financially support his or her children.  (A.R.S. §§12-2451, 25-501).  The parent who doesn’t provide financial support will have a major strike against him or her in an abandonment inquiry.  Parents must also maintain regular contact with the children. For the parent who lives in another state or country or for the parent who is incarcerated, this means visitation, phone calls, letters and gifts.  The parent must make a reasonable effort to maintain a relationship with the child. 

There is no “intent” element to abandonment.  That means it doesn’t matter if the parent did not intend to abandon the child.  The fact that time got away from the parent, that he or she simply fell out of contact with the child is irrelevant.  It’s the parent’s actions that count, not good intentions.

Child Abandonment and Child Neglect are Criminal Offenses

Child neglect and child abandonment often go together.  Child neglect is defined by A.R.S. § 8-201 (25).  The definition includes failing to provide clothing, food, shelter or medical care.  It also includes permitting children to be around toxic, volatile substances or drug manufacturing.  Children who are exposed to illegal drugs, and physically or sexually abused children are also considered neglected.  Babies born with illegal drugs in their system meet the definition of a neglected and abused child. 

Parents who neglect or abandon their children may be subject to criminal prosecution.  The minimum charge under A.R.S. § 13-3619 would be for a class 1 misdemeanor.  The possible penalties if convicted are: up to 6 months in prison, 3 years of probation and a $2,500 fine. 

If the District Attorney’s Office thinks it is warranted, it can prosecute under A.R.S. § 13-2623, which is a felony statute.  Under §13-2623, a parent can be prosecuted for “negligently” abandoning or neglecting the child. If convicted of this class 4 felony, the parent will serve a minimum prison term of one year.  If the parent “recklessly” abandons or neglects the child, he or she may be prosecuted under the same statute for a class 3 felony with a minimum prison term of 2 years.   If the jury finds that the parent “intentionally” abandoned or neglected the child, the penalty for this class 2 felony will be a minimum of 4 years in prison.

Child Abandonment and/or Neglect May Result in the Termination of Parental Rights

If the Arizona Department of Economic Security, through Child Protective Services, determines that the parent has abandoned the child or seriously neglected the child, the agency has the legal obligation to pursue action to terminate parental rights to the child.  How the agency handles the situation depends on the circumstances.  The state recognizes the fundamental right of a parent to parent his or her child.  For that reason, Child Protective Services will attempt to rehabilitate the parent and keep the family intact when possible.  For example: If mom or dad have drug or alcohol dependency, the agency will offer rehabilitation services and visitation with the child in the hope the parent can succeed in rehabilitation, become gainfully employed, and become able to create a stable home for the child.  

On the other hand, we see instances where reunification of the family is neither feasible nor desirable.  In those instances, the state will pursue a severance action.  When a severance action is initiated, the parent has the right to an attorney. The attorney will advocate for the parent in court. The state must prove its case for severance by clear and convincing evidence.  If the court terminates the parent’s rights, the parent has the right to appeal the decision.  

On appeal, the court considers the parent’s rights and the parent’s actions and balances the parent’s interests with the best interest of the child.  Michael J. v. Arizona Department of Economic Security, 196 Ariz.246, 995 P.2d 682 (2000).  In the Michael J case, the Arizona Supreme Court talked about the best interests of the child including a speedy determination of who will raise and nurture him.  The Court discussed the child’s need for stability and a normal childhood and that the child’s needs had to be a major consideration in the decision.
